Questions and Answers Set 5 The Government has received the following questions.

Q1: Please identify systems that must be FISMA compliant and level.

A1:

· The proposal does not reference any “Information Systems” but data circuits that the Offeror must provide for HUDOIG’s WAN infrastructure to operate.

· If the question submitter is referring to network devices or components such as routers or log servers, they are not really “Systems” or “Information Systems”.

· The expectation is for the Offeror to follow FISMA and NIST security recommendations.

· For the Offeror’s information, HUDOIG operates at FISMA Moderate Level.

Q2: HUD OIG requests that all sites have an alternate, cost effective handoff proposed. Can HUD OIG elaborate on this requirement? Are we talking of dual access for each site? Does it need to be diverse? Will optional services be taken into consideration for purposes of the price evaluation? If so, will HUD provide specific guidance for backup circuit bandwidth in order to allow for a comparison between the various proposed solutions.

A2:

· HUDOIG is interested in exploring High Availability options in the event of failure of the primary circuit.

· The provided information will allow HUDOIG to consider dual/redundant access for various sites but this will be discussed and decided based on the information Offerors will provide.

· For price evaluation purposes, the one Firm Fixed Price will be the basis.
