Executive Summary
Background
The General Services Administration (GSA) maintains a single coordinating office for aircraft management as directed by the Office of Management and Budget in Circular A-126, Improving the Management and Use of Government Aircraft. The responsibilities of this office include improving the management and use of government aircraft resources through the development of effective policies and guidance for the acquisition, operation, safety, and disposal of civilian agency aircraft.
To carry out these responsibilities, the Interagency Committee for Aviation Policy (ICAP) was established and plays a vital role in coordinating the development of aircraft policies. The ICAP also provides advice on emerging issues, trends, and information that affects the management and use of federal aircraft.
The ICAP consists of an executive committee, with representation from each executive agency that owns or leases aircraft. Through the ICAP, GSA and federal agencies work together to identify and coordinate the policy views of the federal aviation community to foster the safest, most efficient and effective federal aviation operations. GSA chairs and facilitates the ICAP, provides programs and tools to support aviation activities; and, operates a management information system to collect and report data related to federal aviation management. The ICAP has endorsed a five-year strategic plan and accomplishes its objectives through the following four subcommittees: Acquisition, Use, and Disposal; Communications; Management Data and Systems; and, Safety Standards and Training.
In Fiscal Year 2008, the ICAP completed the following strategic objectives:
Participated in an interagency, interdisciplinary team to develop capital asset plans for aircraft, Conduct annual training for the acquisition, use, and disposal of aircraft and aircraft parts, Completed an evaluation of aircraft policies and best practices, Conducted an Aviation Safety Officer’s workshop, and Identified government-wide aviation performance measures.
In Fiscal Year 2009, the ICAP will focus on completing the following strategic objectives:
Implement a capital asset planning tool, Implement safety management standards for Federal aviation operations, Revise the Code of Federal Regulations 102-33, Management of Federal Aircraft, and, Conduct annual training for Aviation Safety Officers.
Overview In Fiscal Year (FY) 2008, 11 Federal agencies owned or leased a total of 1,238 operational aircraft to accomplish a wide variety of missions. This total does not include 105 non-operational aircraft, and 265 aircraft owned by the United States Department of Agriculture (USDA) that are loaned to the states for fire fighting through the USDA Federal Excess Property Program. In FY 2008, the Federal Government acquired 21 aircraft and disposed of 8 aircraft. Increases in the fleet can be attributed to a change in operational status from FY 2007.
Total Hours Federal agencies supported a total of 397,190 flight and flight-related hours in FY 2008. Overall, this was a decrease in total hours by 66,970 or 14%. Federal flight hours increased from FY 2007 by 23,664 hours or 9%. Commercial aviation service (CAS) flight hours decreased by 91,695 flight hours compared to FY 2007. This is a decrease of 44%. This reduction may be a result of underreporting in FY 2008.
Aircraft Total Costs In FY 2008, the total aircraft costs were $941,173,802, a 5% decrease from the costs reported in FY 2007. Costs for fuel, crew, overhead and maintenance totaled $610,981,252 that represents an 11% increase ($59,241.224) from FY 2007.
Maintenance costs increased 18% and aviation fuel costs increased 65% from FY 2007. Overhead and crew costs decreased 16% and 3% respectively.

Valuation of Owned Federal Aircraft The acquisition cost of the Federal aircraft fleet is $3,892,573,842. The market value of the Federal aircraft fleet is $1,573,824,400 in FY 2008. Depreciation totaled $104,919,708.
Age of the Aircraft Fleet The average age of the Federal aircraft fleet is 28 years old. The oldest Federal aircraft is a Douglas DC-3, owned by the United States Forest Service. The aircraft was manufactured in 1944 and purchased in 1991.
FAIRS Data Trends The number of operational aircraft owned by the Federal Government has remained relatively consistent over time. The use of commercial aviation services to supplement agency aircraft activities has fluctuated slightly since 2004. Fuel costs increased significantly in FY 2008. Commercial air services (costs and hours) are less than FY 2007 levels. Agencies continue to report to FAIRS and certify the validity of the agency data.

Section 3: 2008 Calendar Year Aircraft Incidents and Accidents
Section 3 provides information about the Federal Government’s aircraft accidents and incidents occurring inside or outside the United States. Tables depict accident rates per 100,000 flight hours, agency-owned or contractor owned/operated accidents and incidents, and accidents and incidents by type of aircraft. Each Federal agency is required by Chapter 102 of the Federal Management Regulation Subchapter B, Part 102-33, Section 102-33.445 and 450 to report accidents and incidents to the National Transportation Safety Board (NTSB) and to the General Services Administration (GSA). Any accident or incident that meets the definition as found in NTSB 830 must be reported. The GSA and the Interagency Committee for Aviation Policy (ICAP) use the information collected to calculate safety statistics for the Federal aviation community and share lessons learned.
The US Coast Guard (USCG) accidents are not included in the Aviation Accident and Incident Report. According to Title 14 U.S.C., Part 1, Chapter 1 (revised July 11, 2006) the USCG, a component of the Department of Homeland Security, is considered a military service and branch of the armed forces of the United States at all times and investigates its own accidents and therefore does not report those accidents to the NTSB.
The Federal aviation accident rate, the total number of accidents, and the number of fatalities experienced peaked in 1990 with 29 accidents, 27 fatalities in 1992, and an accident rate of 5.93 in 1996. Since then, Federal agencies have worked hard to reduce those numbers and the trend indicates declines across the board. For example, during the last five years (2004 to 2008) the total number of accidents per year is averaging 15.2, the number of fatalities per year is averaging 6.6, and the accident rate per year is averaging 3.48. GSA and the ICAP members are constantly working to reduce the number of accidents by instituting aviation safety procedures and programs designed to reduce accidents, injuries, and fatalities.
