PREA Compliance Audit Services

Clarifications

Please see the questions and responses below. The closing date has not been extended and remains the same. A revised Statement of Work and PREA is incorporated and attached.

1. The delivery address in the Instructions to Offerors has a conflict in which room number to deliver the Offer to

– please clarify the room number?

Response: The address for submissions is amended to Federal Bureau of Prisons National Acquisitions & Systems (Grube) 320 First Street, N.W. Room 5005 Washington, D.C. 20534

2. There is language in the solicitation that refers to it as being a Request for Quote (RFQ), and language stating it is a Request for Proposal (RFP). Please clarify which one it is for us?

Response: This solicitation will be processed as a Request for Quote.

3. Is there a page limitation?

Response: No.

4. Are there any specific required sections for the technical proposal (e.g., management plan, staffing plan, etc.)

5. A number of the bullets listed under the RFP section titled "Decisional Rule Criteria - Lowest Price Technically Acceptable" specify that two examples be provided. Please clarify the type of documentation that should be submitted.

Are the two examples narrative descriptions of projects which fulfill the requirement or are you expecting to receive descriptions as well as references (much like what would be submitted as past performance)?

Response: Type of documentation is flexible as long as it contains the required information. Narrative descriptions of past projects fulfilling the requirement or references regarding past performance are both acceptable as long as they contain the required information.

6. A one-page resume is required for each auditor is required. Are you requiring bidders to submit resumes of other staff (e.g., project director)?

7. Is there an incumbent? If so, what is the value of this contract?

Response: American Correctional Associate, $210,000.00

8. A PREA Audit Cycle states that the on-site visits must occur simultaneously with the ACA on-site audit for each facility. Would the BOP consider deleting this requirement?

Response: No, having both audits concurrent significantly reduces the BOP's personnel requirements and travel costs.

Please note: this requirement has been set aside for small business; therefore only a small business is eligible to receive award.

9. Will all on-site portions of the audit be conducted on weekdays, or will some be scheduled over weekends?

Response: All on-site portions of the audit will occur during weekdays. However, there may be times when weekend travel may be needed to start the audit on Monday depending on the size of the facility (This is more of the exception than the norm).

10. The bid states that some facilities require two auditors. Could the contractor use one certified auditor and one non-certified interviewer instead of two auditors?

Response: Yes. However, the PREA Auditor must be DOJ certified while the supporting auditor can be a qualified correctional auditor. The certified PREA Auditor must be the auditor signing and validating the PREA Report.

11. Does having an active contract with Bureau of Prisons exclude us from consideration for the PREA Audit solicitation as outlined in the Statement of Work; Section G items c and d?

Response: Yes

12. The quoter demonstrates experience with the requirements of Freedom of Information Act regarding disclosure of records and information furnished or created in an audit process and Privacy Act regarding sampling of inmate records or similar experience? Would a copy of our policy(s) related to the release of information fulfill that requirement.

Response: A copy of the company's internal policy, procedures, and/or experience will demonstrate compliance.

13. Is there a certain number of auditors required for FCI’s and FCC’s?

Response: FCC's will be no more than 3-days with 2 auditors and FCI's will be no more than 4-days with 1 auditor.

14. If there is one PREA Certified Auditor on an audit, does the other supporting auditor(s) on that review have to be PREA Certified Auditor as well, or is a qualified correctional auditor sufficient for the second reviewer?

Response: The PREA Auditor must be DOJ certified while the supporting auditor can be a qualified correctional auditor.

The certified PREA Auditor must be the auditor signing and validating the PREA Report.

15. If a FCI also has a satellite camp, would one auditor be sufficient, or must we have two auditors for these reviews?

Response: One auditor should be sufficient.

16. If our Offer is at the address specified in Block 8 of the SF-1449, and in the Instructions to Offerors Section, by 8/21/14 at 5 p.m. Eastern Standard Time, will it be considered be have been received by the proposal submittal deadline?

Response: The proposal must be received in the contracting office, no later than the closing date and time.

17. Are there any requirements for insurance?

Response: No, there are no special requirements.

18. Do you require professional liability insurance coverage in reference to this solicitation? If so, how much?

Response: No

19. In submitting our cost proposal, do we include estimated travel costs as a separate line item per contract year?

20. Do you require a certain number of copies of the technical and cost proposal to be submitted?

Response: 1 original, 3 copies and an electronic version on CD. Please note that this is a firm fixed price contract and cost proposals are not required.

21. Are a particular font and size preferred to be used in our proposal?

Response: No, however; all quotes must be legible and easy to read.

22. Do you need an actual copy of the PREA Letter of

Acceptance for each auditor to be submitted along with the one page resume?

Response: No, but auditors must be certified by DOJ.

23. Are you requiring that we propose a Program Manager and/or a Quality Assurance person for this contract?

24. Will the Washington, D.C. location require audits?

Response: The Federal Bureau Of Prisons offices in Washington, D.C. will not require an audit and are removed from the estimated list.

25. Is any back-up documentation required for pricing?

Response: Back-up documentation is not required. A single award will be made to the lowest priced, technically acceptable offer.
