The questions below were received from interested parties regarding Solicitation RFQ-CTS-091-15 for Community Treatment Services for the Gillette, Wyoming area. In the spirit of fairness, the Contracting Officer is making the questions and their corresponding answers available to all interested parties are as follows:

1. QUESTION: Item no 0001: Intake Assessment (2011) - In the “Community Treatment Services Statement of Work” a (2011) is for an Assessment, not an intake. There is no item listed to bill for an “Intake (2000). Our intakes are at a lower cost than an assessment, so I am not sure if I list the Unit Price for an Intake or an Assessment. Typically our clients are required to have an assessment in order to be placed into treatment unless they will already have had one done.

ANSWER: Please refer to the March 2015 SOW for a definition of the line item Intake. Page 6, Section 6, titled "Intake Screening" defines Substance Use Intake (code 2000) and Mental Health Intake (code 5000) in detail. Assessments are a separate code and are covered under Section 7 titled "Treatment Services" beginning on page 7 of the March 2015 SOW. Referred inmates who have had previous assessments will have this information provided. State requirements for assessments prior to treatment will be met as needed.

2. QUESTION: Item no 0003: Group Counseling (2020) - This item comes out to 36 hours of treatment per inmate, this is o.k. for Level I treatment, however if a client needs Level II.I (Intensive Outpatient Treatment), then they are mandated by law to complete a minimum of 72 hours. How would I account for clients needing more than the 36 hours stated in the Schedule of Services?

ANSWER: The Treatment Authorization for each inmate is sent from the CTS office to the treatment provider. The Treatment Authorization provides guidelines for the types of treatment services, frequency of services, and duration of services to be provided to the inmate. After intake if the treatment provider determines a referral may require different services than authorized, the treatment provider is to discuss this with the CTS referring office.

3. QUESTION: Item no. 0005: Mental Health Intake (5011) – (5011) in the Statement of work is listed as a Mental Health Assessment. A Mental Health Intake is listed as (5000), as with my first question, I’m not sure if they are asking for an assessment or an intake?

ANSWER: Please refer to the March 2015 SOW for a definition of the line items. Page 6, Section 6, titled "Intake Screening" defines Substance Use Intake (code 2000) and Mental Health Intake (code 5000) in detail. Assessments are a separate code and are covered under Section 7 titled "Treatment Services" beginning on page 7 and Section 8 titled "Treatment Documentation" beginning on page 8 of the March 2015 SOW. The requirements for each line item are explained in the SOW.

4. QUESTION: Item 0006 Psychiatric Evaluation & Report (5030)- States 1 Unit per inmate at 1 unit = 30 minutes. A full Psychiatric Evaluation by our Psychologist is typically 3 hours or 6 units. I am not sure this can be accomplished in 30 minutes.

ANSWER: The unit price for a 5030 Psychiatric Evaluation & Report is one report/evaluation per client. It is not billed for 30 minute increments as the evaluation process occurs.
