About this file
This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) 47QMCA26Q0002, which concerns the procurement of trailers for the Navy. The solicitation involves purchasing 37 break-bulk trailers with specific technical requirements, including air ride suspension with a dump valve, ISO pockets with removable locks compatible with 20', 40', and 6'8" containers, and chain/key slots. The procurement is a small business set-aside under NAICS code 336212, with no preference for contractors who have previously built similar trailers for the Navy. The previous contract (47QMCA18D000G) was awarded to American Material Handling for 33 trailers under solicitation 47QSMD20R0001.
Key details include restrictions on international sourcing, with products from China and India not being acceptable, and all delivery locations within the United States. The government will evaluate past performance according to RFO-2025-12.203(a)(2) and is using simplified procedures under the Revolutionary FAR Overhaul. The solicitation will have a short extension for final questions and answers, as noted in Amendment 003. Technical specifications include requirements for suspension type, load securement, and container compatibility, with some details to be clarified by EXWC (Expeditionary Warfare Center) during the procurement process.
