About this file
This is a Scope of Work document for Request for Quotation (RFQ) 27006858 issued by the University of Rhode Island (URI), a state public research institution serving over 17,000 students across multiple campuses. URI's Dining Services Division seeks to procure one 2026 or newer one-ton cargo van with crew cab seating and a roll-up rear door to consolidate personnel and catering material transportation into a single vehicle, thereby improving operational efficiency for event support throughout campus. The vehicle must feature a high-roof configuration with 159-inch extended wheelbase, white exterior, 276 horsepower 3.6-liter V6 engine with front-wheel drive and 9-speed automatic transmission, crew van seating with vinyl bucket seats and rear bench seating, passenger-side sliding door with window, roll-up rear door, heated power-folding mirrors, and digital rearview mirror. The solicitation does not specify response deadlines, due dates, site visits, bidder conferences, award dates, or contract term information.
The specification document provides detailed requirements for cargo area protection, electrical systems, technology features, and safety equipment, including a heavy-duty polyurethane or polyurea-based protective floor coating, 220-amp alternator, 100-amp battery, touchscreen display, backup camera, emergency braking, and DOT-certified safety kit with fire extinguisher. The solicitation uses a Dodge Promaster 3500 series as the basis of design but explicitly permits equivalent vehicles from any manufacturer that meet or exceed all stated specifications. Bidders must disclose any deviations or substitutions on a Required Specifications Form and obtain University approval before award; failure to disclose deviations may result in bid rejection. URI is exempt from Rhode Island's contract administrative fee under R.I. Gen. Laws § 37-2-12. No pricing terms, set-asides, incumbent information, or funding sources are detailed in this scope of work document.

Each deviation or substitution must be listed on an item-by-item basis and is subject to the University's approval before award. If no deviations or substitutions are identified, the supplier will be considered to have accepted and complied with all solicitation requirements.
