About this file
This is a Scope of Work document issued by the Rhode Island Department of Transportation (RIDOT) for RFQ27006835, detailing the furnish and installation of a complete standby power system for the Allens Avenue facility. The project encompasses electrical service evaluation and upgrades, standby generator installation, fuel system components, site work, permitting, testing, and commissioning. The scope requires evaluation of the building's existing 600-amp, three-phase, 120/208-volt electrical service and installation of a diesel-fired standby generator sized between 35-40 kVA, paired with an exterior-rated quick-connect cabinet for temporary portable generator deployment. The contractor must also provide an automatic transfer switch, an emergency shutoff disconnect positioned on high ground adjacent to Allens Avenue, load calculations, generator sizing documentation, and equipment pads suitable for both temporary and future permanent generator installation. A pre-bid site review meeting is scheduled within 7-10 days of the solicitation release.
The project budget is not to exceed $150,000 with a lump-sum fixed fee structure and itemized breakdown required. The selected contractor must obtain all necessary permits, coordinate utility provider connections, perform testing under simulated load conditions, and provide documentation and operational training. The warranty requirement includes a minimum three-year coverage period for all defects in materials, equipment, and workmanship, with the contractor bearing all costs for preventative maintenance, inspections, emergency service calls, replacement parts, and labor during the warranty term, excluding damage from misuse, abuse, or events beyond the contractor's control. The contractor must submit a proposed preventative maintenance schedule and recommended service intervals upon project completion.

Item: Standby Power Infrastructure and Generator Installation
Purpose: To provide standby power capability to maintain facility operations during electrical outages and provide an emergency shutoff disconnect for the facility in case of flooding.
Description: Furnish and install a complete standby power system, including electrical service evaluation and upgrades as required, associated fuel components, site work, permitting, testing, and commissioning. The system shall be delivered fully operational.
The selected vendor shall provide all labor, materials, equipment, and coordination necessary to complete the following:
A. Electrical Assessment & Service Upgrade
• Building is suited for 600 AMP, three-phase, 120 208-volt service.
• Evaluate and confirm existing site conditions and electrical infrastructure to confirm generator sizing and installation requirements.
• Furnish and install upgraded service components if required, including panels, conductors, and related equipment.
• Provide documented load calculations.
B. Standby Power Infrastructure Installation
• Furnish and install a standby generator sized appropriately for facility load, with an anticipated minimum range of 35-40kVA, as final sizing will be verified by the contractor’s load calculation.
• Install exterior-rated generator quick-connect cabinet cam-lock system suitable for temporary portable generator deployment.
• Provide necessary overhead wiring and integration to the building's electrical distribution.
• Provide an automatic transfer switch (ATS) and an emergency shutoff disconnect in accordance with applicable electrical and fuel codes to ensure safety and system protection. The emergency shutoff disconnect should be physically located on the high ground adjacent to Allens Avenue.
• Provide load calculations and generator sizing documentation.
• Ensure infrastructure is sized to accommodate future installation of a permanent standby generator without major rework.
C. Fuel System
• Furnish and install a standby, diesel-only generator sized appropriately for facility load.
• Contractor shall coordinate with the utility provider and include all costs necessary for connection unless otherwise noted.
• Include all required tanks, piping, containment, and safety components for the diesel fuel system.
D. Civil & Site Work
• Provide an equipment pad or a stabilized mounting surface suitable for a temporary generator and future permanent unit installation.
• Install protective bollards as required and restore disturbed areas.
E. Permitting, Commissioning, & Pricing
• Obtain all required permits and coordinate all inspections.
• Test infrastructure under simulated load.
• Provide documentation and basic operational training.
• Lump-sum fixed fee with an anticipated project budget not to exceed
$150,000 and an itemized breakdown required.
• Contractor to state assumptions regarding existing service capacity
F. Warranty & Maintenance
• The contractor shall provide a minimum of a three-year warranty covering defects in materials, equipment, and workmanship.
• The contractor shall include all manufacturer-recommended preventative maintenance, inspections, testing, and service necessary to maintain the standby power system in proper operating condition during the three-year warranty period.
• Warranty service shall include labor, travel, replacement parts, and emergency service calls at no additional cost to the State of Rhode Island, except where damage results from misuse, abuse, or events beyond the contractor’s control.
• The contractor shall provide a proposed preventative maintenance schedule and identify recommended service intervals upon project completion.
