About this file

This is a Questions and Answers (Q&A) document for RFQ-26-PHX-051, a Request for Quote for medical laboratory technician (MLT) staffing services in Phoenix, Arizona. The document does not contain response dates, award dates, or pricing information, as it addresses clarifications on solicitation requirements rather than providing those substantive details.

The Q&A addresses eight questions regarding staffing, scheduling, contract structure, and compliance requirements. Key clarifications include: the Government will not disclose incumbent contractor information or provide Government-furnished housing; quoters must include all direct and indirect costs (travel, lodging, meals, transportation) in fully burdened hourly rates; shift schedules and staffing distribution will be determined by patient volume, operational requirements, and laboratory workload and specified in individual BPA Calls; the requirement will result in one or more Blanket Purchase Agreements (BPAs) awarded to responsible quoters with the most advantageous quotations; estimated annual hours provided are for acquisition planning and evaluation purposes only and do not prescribe staffing positions or full-time equivalents—contractors must determine the number of qualified MLTs needed to meet each BPA Call's laboratory coverage requirements; and for Indian Small Business Economic Enterprise (ISBEE) primes, subcontracting arrangements must comply with FAR 52.219-14 and HHSAR 352.226-6. The Government will not provide an interested-vendors list to facilitate teaming arrangements; interested parties must establish their own teaming or subcontracting arrangements independently.

Q&A RFQ-26-PHX-051

Question 1: Is there a current incumbent contractor performing these services? If so, provide the contract number?

Government Response: The Government does not consider incumbent contract information necessary to prepare a quotation in response to this solicitation. Quoters shall prepare quotations based on the requirements, estimated hours, and evaluation criteria contained in RFQ-26-PHX-051 and its attachments.

Question 2: Is Government-furnished or on-campus housing available for key personnel supporting Phoenix, AZ?

Government Response: No. Government-furnished housing will not be provided under this requirement. Refer to Section B.3, Pricing, of the solicitation. Quoted hourly rates shall be fully burdened and include all direct and indirect costs associated with performance, including travel, lodging, meals, and transportation. No separate reimbursement will be made for costs not specifically identified in the resulting BPA or individual BPA Call.

Question 3: Could the Government please clarify the anticipated distribution of staffing needs between day and night shifts across the listed locations?

Government Response: Refer to Attachment A, Performance Work Statement (PWS), Section 1.A, Schedule, and the BPA Call requirements. Shift schedules are based on patient volume, operational requirements, laboratory workload, and available funding.

Required laboratory coverage will be identified in the applicable BPA Call.

Question 4: Will the positions include any on-call, call-back, or after-hours requirements?

If so, could the Government provide the anticipated frequency and hours associated with these requirements?

Government Response: Refer to Attachment A, PWS, Section 1.A, Schedule, and Section 1.D, Hours Control/Preapproval, as well as Section B.4, Compensation for Hours Worked of the solicitation. Required coverage and scheduling requirements will be identified in individual BPA Calls.

Question 5: Will this requirement result in a single-award BPA or a multiple-award BPA?

Government Response: Refer to Section A.1, General, and Section E.1, General, of the solicitation. The Government intends to establish one or more BPAs with the responsible Quoter(s) whose quotation(s) are determined to be the most advantageous to the Government.

Question 6: The Pricing Schedule identifies estimated annual hours by location. Are MLTs anticipated to work full-time schedules (approximately 40 hours per week), or are the estimated hours intended to represent part-time coverage?

Government Response: Refer to Section A.4, Description of Requirement; Section B.5, Estimated Hours; and Attachment A, PWS, Section 1.B, Estimated Quantities. Estimated hours are provided for acquisition planning, quotation evaluation, and BPA/BPA Call administration and are not intended to represent staffing positions, required numbers of MLTs, or full-time equivalents (FTEs). The Contractor is responsible for determining the number of qualified MLTs necessary to satisfy the required laboratory coverage identified in each BPA Call.

Question 7: For an ISBEE prime under HHSAR Subpart 326.6, what portion of the BPA work may be performed by a non-ISBEE subcontractor on this requirement?

Government Response: Refer to FAR 52.219-14, Limitations on Subcontracting, and HHSAR 352.226-6, Indian Economic Enterprise Subcontracting Limitations, as applicable.

Quoters are responsible for ensuring that any proposed subcontracting arrangement complies with all applicable solicitation requirements and subcontracting limitations.

Question 8: Does the Government intend to make an interested-vendors list available to support teaming between ISBEE primes and specialized staffing subcontractors?

Government Response: No. The Government does not intend to provide an interested-vendors list. Interested parties are responsible for establishing their own teaming or subcontracting arrangements and ensuring compliance with all applicable solicitation requirements.
