About this file
This is a Questions and Answers document for RFQ-26-PHX-051, a Request for Quotation for Medical Laboratory Technician (MLT) staffing services in Phoenix, Arizona.
The document addresses six key inquiries from potential quoters regarding contract structure, staffing requirements, and compensation. The Government clarified that incumbent contractor information is not necessary for quotation preparation and that quoters should base their proposals on the solicitation requirements, estimated hours, and evaluation criteria. No Government-furnished or on-campus housing will be provided; all quoted hourly rates must be fully burdened to include direct and indirect costs such as travel, lodging, meals, and transportation. The Government intends to establish one or more Blanket Purchase Agreements (BPAs) with responsible quoters whose quotations are determined most advantageous. Shift schedules, on-call requirements, and required laboratory coverage will be identified in individual BPA Calls based on patient volume, operational requirements, laboratory workload, and available funding. Critically, the estimated annual hours provided in the Pricing Schedule are for acquisition planning and quotation evaluation purposes only and do not represent specific staffing positions, required numbers of MLTs, or full-time equivalents. The Contractor is responsible for determining the number of qualified MLTs necessary to meet the required laboratory coverage specified in each BPA Call.

Q&A RFQ-26-PHX-051
Question 1: Is there a current incumbent contractor performing these services? If so, provide the contract number?
Government Response: The Government does not consider incumbent contract information necessary to prepare a quotation in response to this solicitation. Quoters shall prepare quotations based on the requirements, estimated hours, and evaluation criteria contained in RFQ-26-PHX-051 and its attachments.
Question 2: Is Government-furnished or on-campus housing available for key personnel supporting Phoenix, AZ?
Government Response: No. Government-furnished housing will not be provided under this requirement. Refer to Section B.3, Pricing, of the solicitation. Quoted hourly rates shall be fully burdened and include all direct and indirect costs associated with performance, including travel, lodging, meals, and transportation. No separate reimbursement will be made for costs not specifically identified in the resulting BPA or individual BPA Call.
Question 3: Could the Government please clarify the anticipated distribution of staffing needs between day and night shifts across the listed locations?
Government Response: Refer to Attachment A, Performance Work Statement (PWS), Section 1.A, Schedule, and the BPA Call requirements. Shift schedules are based on patient volume, operational requirements, laboratory workload, and available funding.
Required laboratory coverage will be identified in the applicable BPA Call.
Question 4: Will the positions include any on-call, call-back, or after-hours requirements?
If so, could the Government provide the anticipated frequency and hours associated with these requirements?
Government Response: Refer to Attachment A, PWS, Section 1.A, Schedule, and Section 1.D, Hours Control/Preapproval, as well as Section B.4, Compensation for Hours Worked of the solicitation. Required coverage and scheduling requirements will be identified in individual BPA Calls.
Question 5: Will this requirement result in a single-award BPA or a multiple-award BPA?
Government Response: Refer to Section A.1, General, and Section E.1, General, of the solicitation. The Government intends to establish one or more BPAs with the responsible Quoter(s) whose quotation(s) are determined to be the most advantageous to the Government.
Question 6: The Pricing Schedule identifies estimated annual hours by location. Are MLTs anticipated to work full-time schedules (approximately 40 hours per week), or are the estimated hours intended to represent part-time coverage?
Government Response: Refer to Section A.4, Description of Requirement; Section B.5, Estimated Hours; and Attachment A, PWS, Section 1.B, Estimated Quantities. Estimated hours are provided for acquisition planning, quotation evaluation, and BPA/BPA Call administration and are not intended to represent staffing positions, required numbers of MLTs, or full-time equivalents (FTEs). The Contractor is responsible for determining the number of qualified MLTs necessary to satisfy the required laboratory coverage identified in each BPA Call.
