About this file
This is a Performance Work Statement (PWS) for Medical Laboratory Staffing Services supporting the Phoenix Area Indian Health Service (PAIHS).
The PWS establishes a Blanket Purchase Agreement (BPA) structure for nonpersonal professional Medical Laboratory Technician (MLT) services. Services will be ordered through individual BPA Calls specifying the ordering activity, place of performance, period of performance, and required laboratory coverage. The Contractor must provide qualified MLTs to perform clinical laboratory testing and support services in accordance with Federal and State requirements, accreditation standards, and accepted clinical laboratory practices. All assigned personnel must successfully complete qualification verification, security clearance, onboarding, orientation, and mandatory training before independently performing services. MLTs must possess an Associate's Degree in Medical Laboratory Technology (or equivalent), current certification from ASCP, AMT, or another nationally recognized certifying organization, and a minimum of one year of recent clinical laboratory experience. BLS certification is required if mandated by facility policy. Services may be required 24/7, including weekends and Federal holidays, with typical shifts of 8 or 10 hours. The Contractor is responsible for all recruitment, staffing, scheduling, personnel management, and administrative support necessary to ensure continuous laboratory coverage and uninterrupted operations.
The Contractor must maintain compliance with CLIA, CAP standards, CMS Conditions of Participation, IHS policies, and all Ordering Activity-specific requirements. Key performance objectives include staffing continuity (100% scheduled coverage), personnel availability, qualification verification (100% compliance), laboratory quality (95% compliance), documentation accuracy (95% compliance), professional conduct (95% compliance), contract administration (100% compliance), responsiveness (one business day), and security/privacy compliance (100%). Performance will be monitored through staffing schedule reviews, qualification record audits, quality control/assurance reviews, proficiency testing results, incident reports, customer feedback, and monthly performance reports. Failure to meet performance standards may result in corrective action plans, adverse CPARS evaluations, or cancellation of BPA Calls. The Contractor must provide monthly deliverables including staffing schedules, personnel rosters, certification documentation, and performance reports to the Contracting Officer and Ordering Activity's Contracting Officer's Representative.
