About this file
This is a Scope of Work document for a Request for Quote (RFQ) issued by the Rhode Island Division of Capital Asset Management and Maintenance (DCAMM) for construction services at the Office of State Medical Examiners (OSME) building in Cumberland, Rhode Island. The project involves removal and disposal of the existing roof assembly and five rooftop units (RTUs), followed by installation of a new roof assembly with new vapor barrier, insulation, cover board, roof membrane, and edge metal components. The building is approximately 20,000 gross square feet, was originally constructed in 2009, and underwent interior renovation in 2024. A non-mandatory prebid conference is scheduled for July 2, 2026 at 1:00 pm at 900 Highland Corporate Drive, Building #3 (suite 300) in Cumberland, Rhode Island. Construction is scheduled to commence on August 3, 2026, with substantial completion targeted for April 2, 2027, and final completion by April 30, 2027. The scope includes mechanical work such as RTU replacement and balancing, electrical work for new equipment connections, and coordination with a third-party commissioning agent. Critical to the project is the requirement to maintain 24-hour building operations throughout construction, with existing mechanical DOAS systems remaining operational.
The base bid price includes allowances totaling $110,000, distributed across wood blocking replacement ($15,000), steel deck repair ($25,000), CMU repair ($20,000), interior finishes replacement ($25,000), and conceal conditions ($25,000). Liquidated damages are assessed at $250 per day. Five alternates are available for bidder consideration, including removal of painting scope at the existing steel entrance canopy, removal of roof replacement at the stair tower, substitution of vapor barrier materials, removal of thermal barrier installation, and reduction of warranty requirements from 30 years to 20 years with corresponding membrane thickness reduction. Bidders are required to field verify all dimensions, equipment connections, feeder routing, and existing conditions prior to pricing. The project requires compliance with applicable Rhode Island building, mechanical, plumbing, electrical, energy, and life-safety codes, as well as coordination with building operations, outage planning, rooftop access logistics, rigging, and protection of existing facilities.

AGENCY SOLICITATION SPECIFICATIONS
RFQ – REQUEST FOR QUOTE PUBLIC WORKS
HEADER: CONSTRUCTION SERVICES FOR NEW ROOF & RTU’S AT OSME
TITLE: OFFICE OF STATE MEDICAL EXAMINERS (OSME) NEW ROOF & RTU
REPLACEMENT
SECTION A. BACKGROUND
The State of Rhode Island, through DCAMM, is advancing a full roof assembly replacement and mechanical roof-top equipment replacement project at the Office of State Medical Examiners building in Cumberland, Rhode Island. The building contains approximately 20,000 gross square feet and was originally constructed in 2009. It is a one-story slab on grade structure. The building went through a major interior renovation project in 2024 to relocate the client agency from its previous Providence location; however, the roof assembly and package roof top unit replacement could not occur concurrently as the interior renovation. The 2024 renovation did provide six state-of-the-art forensic pathology tables with new associate roof-mounted DOAS mechanical systems on steel dunnage that will remain. This building houses a very important agency for the State of Rhode Island and it is critical that on-going 24-hour a day operations remain intact while construction occurs.
SECTION B: SCOPE OF WORK AND REQUIREMENTS
As indicated in the Contract Drawings and Specifications, the project generally consists of a roof replacement for an existing one-story building. The roof replacement shall include new vapor barrier, insulation, cover board, roof membrane, edge metal and all other components for complete installation. Interior work is limited to installing new utilities / connections for the RTUs and miscellaneous patching and repair. The project also includes replacement of five (5) existing roof top units (RTUs) and associated curbs. Additional mechanical work consists of balancing components and appurtenances for a complete and operable installation including coordination with the projects third party commissioning agent requirements. Commissioning shall be performed on both new mechanical equipment and existing to remain. It is critical that building operations be maintained throughout all construction activities and existing mechanical DOAS systems shall remain and maintain operations. Electrical work is a significant component of the project’s new equipment. Contractors should anticipate careful coordination between mechanical and electrical trades to maintain service continuity and to sequence demolition, reconnection, and startup in an occupied facility. Bidders are expected to field verify all dimensions, equipment connections, feeder routing, and existing conditions prior to pricing and construction. Work will require coordination with building operations, outage planning, rooftop access logistics, rigging, protection of existing facilities, and compliance with applicable Rhode Island building, 2021-1.A Page 2 of 2 Revised 01/17/2023 mechanical, plumbing, electrical, energy, and life-safety codes identified in the design package.
