About this file

This is a Scope of Work document for a Request for Quotation (RFQ26006635) issued by the University of Rhode Island Police Department for the procurement of law enforcement motorcycles. The University of Rhode Island Police Department seeks to procure two new, unused 2026 Harley-Davidson Police Road Glide motorcycles, fully equipped for law enforcement use. The department aims to establish a motorcycle patrol unit to enhance safety and operational efficiency on the Kingston campus by improving mobility, increasing visibility, and enabling faster response times in high-traffic areas and during large campus events. The vendor must deliver both units fully assembled, tested, and ready for service by the target date of June 30, 2026, to a location designated by the university. No specific response due date, site visit requirements, or bidder's conference information is provided in this document.

The specification requirements are extensive and mandatory, including a Milwaukee-Eight 121 VVT engine with minimum 115 horsepower and 139 ft-lbs torque, Birch White color (019) or approved equivalent, ABS braking with cornering-enhanced features and traction control, factory-installed police equipment including emergency lighting and siren systems, and modern technology features such as a 12.3" TFT navigation display and Bluetooth helmet communication. The manufacturer's warranty must be a minimum of three years or 60,000 miles. Vendors must provide explicit "Yes/No" compliance statements for each specification, with any deviations or proposed alternatives clearly identified and described; failure to disclose exceptions may render the response non-responsive. The document does not specify pricing information, set-asides, funding sources, or amounts. The University of Rhode Island is exempt from the contract administrative fee under Rhode Island General Laws 37-2-12.
