About this file
This document is a Request for Quotation (RFQ26006620) issued by the Rhode Island Department of Corrections for the procurement of men's and women's inmate leather work boots. The State seeks qualified vendors capable of supplying an estimated average yearly purchase of 120 dozen pairs of work boots to be ordered on an as-needed basis to maintain adequate inventory levels across the Department's six facilities on the Pastore Complex in Cranston. The vendor question and answer period runs from May 7, 2026 through May 20, 2026, with bid submissions due by June 3, 2026 at 2:00 PM EDT. The initial contract period will commence approximately September 1, 2026, and will run for three years with the option for up to two additional 12-month renewal periods contingent upon vendor performance and fund availability. Bidders must register in Ocean State Procures at www.ridop.ri.gov/vendor-registration/ and submit responses electronically through that platform.
The State requires all pricing to be submitted as a single, firm unit price net F.O.B. destination including inside delivery at no cost to the State, representing the maximum price during the agreement period. Boots must meet specific requirements including full grain leather uppers, split leather bellows tongue, leather counters, manmade innersoles with cushioning, and white rib crepe soles with Goodyear welt construction. Men's sizes must range from 6.5 to 15 and women's sizes from 5 to 10.5, with boots meeting high-cut (6") specifications featuring semi-hard box toe construction and seven pairs of rustproof eyelets. A critical requirement for inmate safety prohibits metal shanks; comparable materials must be used instead. The solicitation imposes a 15% minority business enterprise (MBE) participation requirement applied to the total dollar value and a 0.33% contract administrative fee on the total annual spend value. Awarded vendors must maintain liability insurance with combined single limits of $1,000,000 per occurrence and general aggregate, workers compensation insurance at $100,000 per accident, and automobile liability insurance at $1,000,000 per occurrence. The State reserves the right to reject any or all bids and to request bid samples from the three lowest bidders following bid opening.
