This document is a Q&A Center Addendum #2 for Request for Quotation (RFQ26006620) issued by the State of Rhode Island Department of Corrections for the procurement of inmate leather work boots for men and women. The solicitation seeks qualified vendors to supply an estimated 120 dozen pairs annually on an as-needed basis, with individual purchase releases ordered according to required sizes. The vendor question and answer period commenced May 7, 2026, and concluded May 20, 2026. Bid submissions are due June 3, 2026, at 2:00 PM EDT, with contract commencement anticipated for approximately September 1, 2026. The initial contract term extends for three years with options for up to two additional 12-month renewal periods, contingent upon vendor performance and fund availability.

Pricing must be submitted as a single, firm unit price per dozen pairs quoted net F.O.B. destination, including inside delivery at no cost to the State. The State will award to the lowest responsive and responsible bidder meeting product specifications and has clarified that functionally equivalent products compliant with stated construction and security requirements will be considered acceptable regardless of manufacturer, provided samples are submitted for evaluation. Vendors must register and submit responses through Ocean State Procures at www.ridop.ri.gov/vendor-registration/, as only electronic submissions are accepted. All awarded contracts are subject to a 15% minority business enterprise participation requirement applied to total dollar value and a 0.33% contract administrative fee calculated on total annual spend. Required insurance includes liability coverage with combined single limits of $1,000,000 per occurrence and general aggregate, workers compensation insurance at $100,000 per accident, and automobile liability insurance at $1,000,000 per occurrence.
