About this file
This document is an amendment to a request for quote (RFQ) from the National Renewable Energy Laboratory for a multi-megawatt electrolyzer power supply unit. The RFQ seeks quotes for a power system of at least 6 megawatts total output that can independently control voltage and current for three or more hydrogen electrolyzer stacks. Quotes are due by March 8, 2024 at 4:00pm Mountain Time and shall be submitted electronically to the NREL RFP contact. The amendment provides answers to technical questions from potential suppliers to clarify environmental conditions, required specifications, preferred capabilities, and quote requirements. It addresses topics such as wind loads, voltage outputs, cooling systems, enclosure ratings, and auxiliary power needs.

AMENDMENT NO. 1
“Multi-MW Electrolyzer Power Supply Unit”
Due Date for Proposals: 3/8/2024 Time Due: 4:00pm Mountain Time

Amendment No. 2 is hereby issued to post technical questions submitted to NREL regarding RFQ 20240104. The answers below were provided on 3/5/2024 to clarify Environmental Conditions, Required Specifications, Preferred Capabilities, and quotation requirements.
Environmental Conditions:
(The unit will need to be protected from lightning strikes.) : As designed we would take exemption to this request. This would require additional infrastructure to the site outside of the power supply We have an engineering lightning strike protection system for the entire site where this is located (catenary wire system).
(Winds: 155 mph ultimate wind speed) : As designed we would take exemption to this request. The current design is to accommodate extreme mountain and desert conodonts with High winds and drifting snow But is not tested or certified to Cat5 hurricane wind speeds (Note: they are 30,000 lb each) Acceptable. We truly can experience these wind speeds at our site, and see >100 mph wind speeds every year at least once, but it is not typical that suppliers have designed and testing to these speeds. We will add anchorage as appropriate.
Required Specifications:
(Supplier will provide the requisite transformer to integrate with site medium voltage grid) :
power supplies will have Input voltage: 3ph, 13200V AC please indicate if High elevation AC switchgear needs to be supplied with power supplies There is existing switchgear for the MV AC grid upstream, so likely not required unless needed by the manufacturer.
(Ability to independently control voltage and current for three or more hydrogen electrolyzer stacks remotely) : current DOE national lab design is for QTY3 2MW units with individual outputs that can run independently at 2MW or in parallel as 1 at 6MW. “or more” needs clarified and can be provided. Please provide QTY of outputs needed and individual output ratings. This gets complicated very quickly – a huge matrix. We understand that flexibility isn’t infinite. Our primary interest is being able to test three stacks between 0.5 MW and 2 MW each, at the same time. Or reconfiguration for (instead) a single output in the 3-6 MW range.
(Output rated voltage greater than or equal to 500V DC) : Current DOE national lab Multi-MW mailto:christopher.ragain@nrel.gov hydrogen test sites are Nominal output voltage 100 - 1000Vdc - Minimum of 2 MW at a setting of 800 Vdc to accommodate project growth and commercial hydrogen market expectations. Is this standard ok for your site. 100 – 1,000 VDC range is acceptable. We’d want the full 6 MW (combined/single) output if possible at 1,000 VDC (if it was also full power at lower voltages that would be advantageous).
Preferred Capabilities:
(Outdoor rated, preferably NEMA 4 or NEMA 4X enclosure) : Dynapower standard design NEMA 3R is built for high elevation, high wind and drifting snow conditions with internal climate controls (same as INL) will be quoted. NEMA 4 or NEMA 4X can be provided but usually exceeds project budget and is not needed in you geographic location As long as the manufacturer expects it to survive the expected outdoor conditions, that is acceptable.
(Air cooling system) : clarification only power supplies will be a combination of an Air cooling system and self-contained Air-Water-Air Heat Exchanger system Internal air-water-air is fine.
Preference for not requiring cooling water/coolant interface from the site.
Quotes must include:
(Provide one-line electrical drawing of equipment) : option 1 this can be provide but specifics on what your engineering / program team requires will be needed option 2 a generic of INL’s can be provided (Note: I cannot provide INL’s one-line electrical drawing of equipment outside of the DOE / National labs to 3rdparty companies requesting Dynapower to quote RFQ_20240104) Understood.
(Thermal management system attributes and maintenance requirements for storage mode during cold conditions): Dynapower standard design NEMA 3R is built for high elevation, high wind and drifting snow conditions at -40c with internal climate controls (same as INL) ac power is required to internal climate controls maintain the. Protocols for long term shutdowns and decommissioning / storage will be provided with the operation manuals not in the quote Understood.
(Auxiliary/support power requirements (heaters, fans, telecom gear, etc.); specify if these components require an independent power feed(s)) : the power supplies are designed to have internal step down from your 3ph, 13200V AC to 3ph/480VAC. Upon request this can be removed for site to provide 3ph/480VAC For auxiliaries, either approach is acceptable, internal step down is preferred.
(Control and power module standby power consumption) : TBD dependent on design options chosen by site Understood.
(Physical dimensions, weights, and connection methods of the complete system that aids with installation planning. Please address) : physical dimensions, weights and … are estimated to INL Project exact spec to design will be determined at design milestone with your team and print approval with your team. Dynapower’s standard commercial power supplies allow for miner modification before end user print approval to accommodate differences in sites and application major or large changes to design may require change order to contract Understood.
Quotes should include:
(Description of any required persistent or temporary remote connections required for maintenance, operations, or telemetry) : this is not needed if your systems need feed back or a “heartbeat” this will need specified by NREL Understood.
ALL QUOTES ARE DUE ON OR BEFORE 3/8/2024 AT 4:00 P.M. MOUNTAIN.
Please Submit the Quote(s) electronically to christopher.ragain@nrel.gov mailto:christopher.ragain@nrel.gov
