About this file

This technical specification document outlines requirements for a multi-megawatt electrolyzer power supply unit sought by the National Renewable Energy Laboratory on behalf of the Department of Energy. The power supply unit must provide a minimum combined output of 6 megawatts from AC to DC conversion to independently power and test multiple hydrogen electrolyzer stacks totaling up to 6 megawatts. Key requirements include an input voltage of 13.2 kilovolts AC at 60 Hz, an isolated and floating DC output of 500 volts or greater, voltage and current regulation capabilities, ambient temperature ratings of -30 to +40 degrees Celsius for operation and -30 to +40 for survival, and protection features such as overvoltage, overcurrent and overtemperature. The specification also describes preferred capabilities including low current and voltage turndown ranges, fast response times, outdoor enclosure, air cooling, and ability to parallelize or serialize units. Quotes must include detailed descriptions of technical experience and capabilities, equipment specifications, control features, efficiency ratings, dimensions and interface requirements.

Attachment 1: Technical Specifications

Multi-MW Electrolyzer Power Supply Unit

01/04/2024

Objective:

NREL intends to provide DOE and industry with critical RD&D capabilities to accelerate and scale aggressive decarbonization goals for various sector such as steel, cement, transportation (on- and off-road) etc. The procured rectifier will be an integral part of hydrogen research infrastructure and provide a testbed to demonstrate system integration, energy storage, grid services, and renewable hydrogen production. The goal here is to provide testbed to test electrolyzer stacks of up to 6 MW single stack, up to six stacks of 1 MW each, or various combinations in between.

Environmental Conditions:

The system will be primarily used outdoors and is expected to be located at NREL’s Flatirons Campus. The campus is at high altitude and incurs extreme weather. Unique specifications are included below.

Operations may be limited to specified environmental conditions; however, the unit(s) should be environmentally protected for outdoor installation and operation. Other exposures may include high winds and dusty conditions. The unit will need to be protected from lightning strikes.

Environmental conditions

Ambient temperatures: -300C to +400C

Humidity: full-range, outdoor conditions, Arvada, Colorado

Elevation: 6040 ft above sea level

Winds: 155 mph ultimate wind speed

Required Specifications:

• Input voltage: 3ph, 13200V AC

• Input frequency: 60 Hz +/- 5%

• Supplier will provide the requisite transformer to integrate with site medium voltage grid

• Total output power: minimum 6 MW

• Ability to independently control voltage and current for three or more hydrogen electrolyzer stacks remotely

• Output rated voltage greater than or equal to 500V DC

• Isolated, floating DC output

• DC voltage regulation: <1%

• Target power factor: > 0.95

• Survival ambient temperature: -300C to +400C

• Operating ambient temperature: -100C to +400C

• Protections: Remote interlock, overvoltage, overcurrent (DC output and AC input), overtemperature, short circuit

• OSHA approved Nationally Recognized Testing Laboratory (NRTL) approval

• Remote data acquisition and control capability

Preferred Capabilities:

• Low current turndown –able to maintain high voltage output at low currents down to 5-10% of rated operating current

• Low voltage turndown – able to maintain high rated current at low voltages down to 250 VDC

• High slew rate/response time 100ms or better

• Outdoor rated, preferably NEMA 4 or NEMA 4X enclosure

• Air cooling system

• Ability to parallelize and/or serialize the units to achieve broader voltage and current range
