The contractor will be required to perform services and provide reports in accordance with this statement of work in a cost effective, efficient, and safe manner, while in accordance with the VA Mission.
BACKGROUND: The Eastern Oklahoma VA Healthcare System (EOVAHCS) is opening the new James Mountain Inhofe VA Medical Center (JMI) in downtown Tulsa.
The facility will need handheld two-way radios, along with supporting equipment. This radio system will be used by engineering staff for maintenance and repair operations, as well as emergency communication between hospital maintenance and safety personnel.
LOCATION: James Mountain Inhofe VA Medical Center, located at 440 S. Houston Ave, Tulsa, Oklahoma 74127.
PERFORMANCE PERIOD/DELIVERY TIMES: The survey and reports will be completed 60 days after receipt of order (ARO).
The awarded contractor will not be eligible to bid on the future procurement of the radio system based on the results of the engineering survey conducted per this contract for the James Mountain Inhofe VAMC.
Qualifications of Contractor:
The Contractor shall furnish all contract oversight, management, and technically trained personnel required to support the assessment. The Contractor shall provide all applicable licenses, uniforms, equipment, tools, materials, supplies, storage, insurances, shipping and delivery costs, and transportation necessary to deliver the products and associated installation for EOVAHCS in accordance with this Statement of Work (SOW). All services associated with this requirement are considered non-personal services. The Contractor, its employees, agents, and subcontractors shall not be considered VA employees for any purpose and shall be recognized solely as employees of the Contractor.
For a contract of this size, scope, and complexity, the successful Contractor must perform in a manner consistent with commercial industry standards of good to excellent quality.
The Contractor must provide to the POC and CO and maintain for the full period of performance documentation from the relevant accreditation institution authorizing the Contractor to provide engineering services as proposed in the Contractor’s quote and as identified in this SOW.
Required contractor qualifications include:
• Demonstrated RF engineering capability
• Ability to conduct FirstNet Band 14 and commercial carrier testing
• Ability to conduct in-building propagation and spectrum analysis
• Experience developing specifications for LMR and hybrid radio systems
SCOPE: The contractor must evaluate the performance, reliability, and coverage of in-building wireless communications within the multi-story hospital environment. The contractor will consider options for push-to-talk voice communication that address both commercial wireless services—including FirstNet (Band 14) and other carrier networks— as well as localized land mobile radio (LMR) repeated and direct point-to-point voice communications using FRS/GMRS radios to simulate direct, off-network communications scenarios.
The contractor’s assessment must provide both carrier-based performance validation and practical device-to-device testing to understand real-world communication limitations within the facility.
1.1: Project Initiation and Stakeholder Coordination The contractor will coordinate with the POC to conduct a kickoff meeting with hospital stakeholders, including IT, Engineering, and Safety and Emergency Management Services, to define critical communication use cases. This will include establishing the use cases for both cellular/FirstNet services and off-network, direct radio communications.
1.2: Document Review and System Inventory The contractor will coordinate with the POC to review available documentation, including floor plans, DAS (Distributed Antenna System) designs (if applicable), cellular coverage information, and known problem areas. The contractor will coordinate with the POC to develop an inventory of existing wireless dependencies (e.g., cellular-enabled devices, tablets, push-to-talk applications).
1.3: User Interviews to Determine Operational Requirements The contractor will coordinate with the POC to interview key stakeholders to determine operational requirements.
• Current communications system and its shortcomings
• Areas in the facility and the surrounding areas where coverage is required
• System reliability requirements including fallback options in the event the primary means of communication are lost
• Device operational environment, including considerations for hardened devices that can survive extreme environments
• Number of channels required, including the potential for future growth
1.4: On-Site Facility Survey The contractor will perform a multi-floor site survey to evaluate building construction, materials, and layouts that affect RF propagation. Critical areas such as emergency departments, operating rooms, basements, stairwells, elevators, and exterior ingress/egress points will be included.
1.5: Commercial Wireless and FirstNet Assessment The contractor will perform field testing to evaluate signal strength, quality, and usability of commercial cellular networks, with emphasis on FirstNet (Band 14) where available.
Deliverables:
• Test calls throughout the facility on the primary carriers utilized by hospital personnel
• Identification of coverage gaps and degraded performance areas
• Evaluation of in-building DAS performance, if present
• Basic throughput and latency testing to assess data performance
• Verification of service reliability in critical care and support areas
1.6: FRS/GMRS Point-to-Point Communications Testing The contractor will use FRS/GMRS radios to conduct controlled, device-to-device testing throughout the facility to simulate direct, off-network LMR communications. This testing is intended to provide a baseline understanding of RF propagation and building attenuation independent of carrier infrastructure.
Deliverables:
• Voice communication testing between key locations (e.g., floor-to-floor, stairwells, interior to exterior)
• Identification of dead zones, signal degradation areas, and vertical penetration limitations
• Evaluation of communication reliability in non-line-of-sight conditions
• Documentation of practical communication ranges within the structure
Note: FRS/GMRS testing is used as a proxy for general RF behavior and is not intended to replicate the performance of licensed public safety or LMR systems.
Task 1.7: Spectrum Analysis The contractor will perform an evaluation to consider which frequency bands would be best suited for an LMR repeated or simplex solution. Frequency availability will be evaluated to confirm suitable spectrum exists that can be utilized.
Task 1.8: Analysis of Critical Communication Scenarios The contractor will analyze findings from both commercial wireless and FRS/GMRS testing against defined operational scenarios, including:
• Routine communications
• Emergency response and incident command situations
• Loss of network infrastructure or degraded carrier service conditions This analysis will highlight risks, dependencies, and gaps in current communication capabilities.
Task 1.9: Recommendations and Improvement Strategies The contractor will develop recommendations to enhance in-building wireless performance and resiliency based on assessment results. This will include:
• Improvements to DAS or cellular coverage solutions (including FirstNet support)
• Identification of the commercial and LMR technologies that will meet operational requirements
• Identification of end-user equipment
• Identification of fixed infrastructure (if any)
• Identification of areas requiring signal enhancement or infrastructure upgrades
• Guidance on supplemental communication strategies for off-network scenarios
1.10: Reporting and Stakeholder Briefing The contractor will provide a comprehensive report, summarizing methodologies, findings, and recommendations. The contractor will provide deliverables including annotated floor plans, coverage observations, and identified risk areas. A final virtual briefing will be conducted to review results and support decision-making for next steps.
2: Procurement Specifications Development The contractor will work with VA staff to develop a specifications document for procurement for incorporation into VA request for procurement package for publication.
The contractor will not be eligible to bid on the future procurement radios for the James Mountain Inhofe VAMC.

Within 48 hours of reporting the lost/stolen PIV/identification card, the Contractor shall submit to the Program Manager an incident report that describes the relevant facts and circumstances regarding the loss/theft. If the loss/theft was reported by the Contractor to the local police, the Contractor shall further submit a copy of the final police report to the Program Manager within 48 hours of the report being made available by the local police department. The Government will not reimburse the Contractor for any costs that result from lost/stolen PIV/identification card(s).

The Contractor shall submit a status report to PIV Sponsor within 5 working days after the end of each calendar quarter and as requested by the Government in order to initiate contract closeout procedures. The report must provide the status of each contractor/subcontractor employee who is required to have a PIV/identification card during the performance of the contract. The Government will compare quotes to one another to select the vendor that best benefits the Government in fulfilling the requirement. either on the basis that the offeror does not understand the requirement or has submitted an unrealistic offer. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be reason to reject an offer. The burden of proof for credibility of proposed costs/prices rests with the offeror. The Government reserves the right to amend the solicitation and remove any set-aside should pricing of all quotes be found unreasonable.
