Yes, there is an existing contract.

Contract Award Amount: $252,475.00 (Base year plus 4 one year option periods for a total of 5 years)

3 Any changes from the current scope of work? There are no changes from the work required when the solicitation was posted to FBO 3/14/2019
4 Is there some data on which of the locations listed in 2.8 where they are coming from?

No. Vendor Question Government Response 10 What are the vehicle sizes required? Any vehicle that can transport a tote with a maximum size of 30” length x
20” depth x 18” height
11 Is the contractor required to supply dry ice for daily specimen transport in addition to transport containers?
See PWS Section 7. Yes, the contractor is responsible for supplying dry ice.
12 Are there any other instructions regarding the technical submittal of offers for this RFQ?
All offers shall include the following information:
Part I. Technical information: Cover sheet with solicitation number, DUNS, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Note: DUNS number will be used to verify offerors current registration in SAM.GOV. In order to be considered responsive to the solicitation, offerors shall submit QCP with offer as detailed in PWS Section 11.
Part II. Past Performance: Past performance on at least two or more similar or same scope of contracts with government agencies and private industry in terms of quality of work, compliance with performance schedules, provision of qualified persons to client both at time of award and to replacement of contractor persons.
Part III. Price: Pricing/Cost offer: Cover sheet with solicitation number, discount/payment terms, DUNS, taxpayer identification number (TIN), identification of any special commercial terms be signed by an authorized company representative and completed Price Schedule.
It is the offerors responsibility to monitor this site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of this notice, the on-line RFQ, and amendments (if any).

Signatures are not required. They are provided for informational purposes only and will be incorporated into the contract.

No. Vendor Question Government Response 14 Will this contract be SCA enforced? After reviewing the solicitation on FBO, it contains language and dollar values regarding the Service Contract Act. This solicitation stipulates $14.02 minimum wage for 31043 – driver courier, $4.48 minimum H&W, Sick Time/Vacation. Do you verify now that those are the minimum required rates to be performed on this contract upon award?
Yes, work on the resultant contract shall comply with the SCA. A DOL Wage Determination (WD) issued with the solicitation (see WD 15 5469 R9 12/26/2019). Offers shall incorporate the applicable wage rates, H&W, Sick Time/Vacation. Rates in the referenced wage determination are the minimum required rates.
15 SBA Final Rule regarding FAR Clause 52.219-14 Limitations on Subcontracting, dated June 30, 2016, reclassifies Independent Contractor drivers as Subcontractors — 13 CFR
125.6 “Work performed by an independent contractor shall be considered a subcontract.” Please inform us how the HHS would like us to proceed upon award regarding this rule change given that it will affect our offer regarding pricing and performance.
Sub-contractors are required to comply with SCA wage rates.
IAW FAR 22.1002-4 -- Application of the Fair Labor Standards Act Minimum Wage. No contractor or subcontractor holding a service contract for any dollar amount shall pay any of its employees working on the contract less than the minimum wage specified in section 6(a)(1) of the Fair Labor Standards Act (29 U.S.C. 206).
