About this file

This is a Questions and Answers document for RFQ 19PE5026Q00058, issued by the U.S. Embassy Lima Peru for a WHA Budget Officer Workshop. The document clarifies solicitation requirements across multiple service categories essential for the event's execution.

The solicitation requires a single prime offeror to provide a turnkey contract for conference facilities (four conference rooms and one control room), audiovisual equipment rental with technical support, and lodging at a 5-star hotel in the Miraflores District. Catering specifications include two daily coffee breaks and one buffet lunch for 130 participants, with vegan options to be confirmed post-registration. Guest room requirements consist of single occupancy rooms for participants and three single rooms for U.S. Embassy staff for four nights (November 30 through December 4). The cost proposal must follow the exact structure specified in the solicitation with consolidated unit pricing; however, offerors may add detail rows if desired. Simultaneous interpretation, streaming services, and additional security personnel beyond hotel-provided services are not required. The solicitation mandates a single prime offeror responsible for all performance, with the prime as the sole signatory on the SF-1449 and sole point of payment. Subcontracting is permitted at the offeror's discretion but does not relieve the prime of full responsibility. The Embassy will not provide a list of interested venues; offerors must independently identify and coordinate with a single hotel property. Cancellation policies for all services must be included in the technical proposal.

Please send your Proposal according to the solicitation prices as requested.

9.Guest-Room Cancellation Policy Should the Offeror's proposed guest-room cancellation policy be included as part of the Technical Proposal, or should it be submitted as a separate attachment?

Cancellation Policy for all services shall be included as part of the Technical Proposal

Independent Award / Line Item Split: Will the Embassy consider or allow partial awards for this solicitation? Specifically, can vendors quote Section 4 (Audiovisual and Video-Conference Services) as an independent Line Item (LOT), or is the Embassy strictly looking for a single turnkey contract awarded exclusively to a venue/hotel?

Single Prime Offeror. The quotation must identify one entity as the prime offeror. That entity must be the signatory on the SF-1449 (Blocks 30a, 30b, and 30c) and shall be the sole point of responsibility to the U.S. Government for performance of the resulting purchase order in its entirety.

Sole Point of Payment. Only the prime offeror will be paid under the resulting purchase order. The Government will not make payments directly to subcontractors, joint venture partners, or other consortium members.

Full Responsibility for Performance. Consistent with clause 652.242-73 (Authorization and Performance), if any part of the work will be performed by a subcontractor or joint venture partner, that party agrees to the same warranties and requirements as the prime. However, this does not relieve the prime offeror of responsibility for full and satisfactory performance of all requirements in the Statement of Work, including the requirement that all services be provided at a single hotel property in the Miraflores District.

Technical Excellence & NDAA Compliance: Given the complexity of deploying simultaneous, secure videoconferencing across four rooms under ICASS standards, we can provide a dedicated, Section 889-compliant IT infrastructure. If a single turnkey contract is mandatory, is the Embassy open to providing a list of interested venues/hotels so we may partner with them as their specialized IT sub-contractor?

Regarding your inquiry, the Embassy is not able to provide a list of interested venues or hotels. As stated in the solicitation, the offeror is responsible for identifying and coordinating with a single hotel property in the Miraflores District in order to submit a compliant turnkey proposal. Any subcontracting arrangements are at the discretion of the prime offeror and must comply with all RFQ requirements.

Ownership/Structure Disclosure. If the offeror has more than one immediate owner (e.g., a joint venture), the CAGE code and legal business name information requested under FAR 52.204‑90(d) must be provided for each participant.

All other terms, conditions, and submission requirements of the RFQ remain unchanged. This clarification will
