RFQ-18-Q-0005525 Amendment 4 – Questions and Answers - Part 2
1) We are asked to quote FOB, but have not been given a destination. We will need to know the location to estimate freight. All shipments must be delivered to the FBI warehouse, where the packages will undergo x-ray screening. The delivery address is as follows:
Federal Bureau of Investigation Human Resources Division – Comms and Honorary Awards Unit 2400 Schuster Drive Cheverly, MD 20781
2) In addition to engraving, is the FBI open to "Recessed Letter Etching"? It's like engraving but different process and will be black filled. In order to be consistent with our in-house capabilities that would be used to personalize replacement or last minute award devices, we ask that the awards be engraved.
3) Flocked material was mentioned in the document(s), would satin lining be ok? We request that the vendor avoid the use of satin, as its texture would increase the likelihood of the award device falling out of the presentation box and be subject to snagging with the repeated removal of the award device from the presentation box.
4) In regards to the “iceberg” look of the crystal, we have two methods of achieving this. Normally, the crystal would be hand chipped. If you use this method, then the chipped area will be a little different on each one. They would not be the exact same. If the FBI need ALL to be uniform, then we would need to have the crystal tooled and cast. Please confirm which method you would like us to quote. We are guessing the molded crystal, but wanted to ask...? The FBI requires all devices to be uniform. For consistency, we request that the crystal be tooled and cast.
5) They are specific about wanting possession of the tooling when the contract is up. However, there is no real "tooling" so to speak. The base in hand fabricated and the imprint on the crystal is abrasive etched(meaning- involves a film with the pertinent copy, sand blasted and color filled).
Therefore, please be advised there is no real tooling. If it's a matter of wanting the film that used for sand blasting, that is safe to assume. Please advise. (Please see the response to #4 above) Since we are requesting that the crystal be cast, we would require the mold used for casting as well as any other tooling created specifically to produce this award. This would allow for the replication of the award devices in the future once the original BPA has expired.
6) What is the thickness of the crystal? This will greatly determine pricing. The thickness of the crystal should match the dimension of the vertical arm (0.875”) as shown in the Visual Rendering.
