DESCRIPTION OF SERVICES/INTRODUCTION: The Federal Bureau of Investigation (FBI), Technical Response Unit (TRU) requires an upgrade/rebuild of its 53' custom build R2C3V-AT Trailer Mobile Command Post containing a Specialized Compartmented Information Facility (SCIF).
BACKGROUND: The mission of the Operational Technology Division’s (OTD) Technical Response Unit (TRU) is to provide operational communications in support of crisis response, special events, major investigations, international operations and special programs whenever FBI personnel are deployed outside of FBI facilities. One of TRU’s methods of providing these services is through its fleet of mobile command posts (MCPs). The R2C3V-AT Trailer Mobile Command Post is in extreme need of modernization and an upgrade to meet the modern work environment required by the FBI.
CONTRACTING OFFICER REPRESENTATIVE (COR)
The Contracting Officer will provide the Contractor a letter designating the Contracting Officer’s Representative (COR) to oversee the Contractor’s performance to ensure the Contractor meets all the terms and conditions as written in this SOW. The COR is responsible, as applicable, for: receiving all deliverables, inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the Contractor which clarifies the terms and conditions of the contract, fills in details or otherwise serves to accomplish the contractual scope of work; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment. The COR does not have the authority to alter or modify the Contractor's obligations, contract terms, conditions, specifications, or cost. If as a result of technical discussions, it is in the Government’s best interest to alter/change contractual obligations or the scope of work, the CO will issue such changes via a written modification.
SCOPE OF WORK: The Contractor shall provide all labor, personnel, equipment, special tooling, supplies, and incidentals necessary to make the following vehicle upgrade/refurbishment modifications to a 53' custom build trailer that functions as a mobile command post with a SCIF. The Contractor shall have the capability to manufacture and modify various structural parts to include flooring, mast, and electronic equipment racks. The wiring on this Tier I asset runs through moving components of the slide outs and equipment racks. The Contractor shall integrate the new audio/video equipment, RF, and data systems with various components that will not be replaced (e.g. the satellite communications). The Contractor shall have the technological expertise in satellite, land-mobile radio, cellular, and other radio frequency systems as well as digital audio, video and data systems.
