SECTION XIII--- EVALUATION FACTORS FOR AWARD

XIII.1.0 General Basis for Award

This solicitation is being conducted under FAR part 13, Simplified Acquisition Procedures. The evaluation of offers received SHALL NOT be on the basis of FAR Part 15.

The Government anticipates the award of one (1) or more BPA (s) from this solicitation.

Responsible offeror(s) that conform to this solicitation, will be evaluated on a trade-off best value basis. This trade-off evaluation will weigh the following factors (listed in order of importance); Technical Capability, past performance and price.

1. Technical Capability:

The Offeror must demonstrate its’ ability to meet or exceed the requirements outlined in Section

C, Statement of Work. Greater consideration will be given to an Offeror’s technical solution that demonstrates an ability to exceed the minimum requirement of the SOW. For example: if a submission’s technical solution demonstrates an ability to provide a wider range of promotional of items than requested or a quicker delivery time than the SOW asks for, the submission will be given added weight when being evaluated.

2. Past Performance:

Offeror’s past performance will be assessed on the extent to which the offeror demonstrates successful experience for work of similar size and scope In evaluating past performance, the

Government may contact the references provided by the offeror and other sources of information, including past work done for Peace Corps. Note: Not having relevant experience will not be held against and offeror.

3. Price:

Price shall be evaluated separately. Where the technical capabilities of two (2) Contractors’ technical quotes are considered essentially equal, price may be the determining factor in selecting a Contractor for award

Note: The government reserves to the right to make no award under this RFQ.

XIII.2.0 Communications

The Government intends to evaluate quotations and award this BPA without the use of communications with the Offeror. Therefore, each Offeror shall make its single best effort in its initial technical and pricing quotations. However, if after evaluating the initial quotation the

Peace Corps find that communications are warranted, it may conduct them with all or a limited number of the Offerors. Information obtained during communications, whether or not it is reduced to written material, may be considered by the Peace Corps in the evaluation and best value decision. (END OF DOCUMENT)
