Evaluation Criteria Medical Claims Adjudication
The Government will award a contract to the responsible offeror whose proposal presents the best value which is most advantageous to the Government with price and other factors considered.
Listed below are the evaluation factors which will be used in making an award. Technical and past performance, when combined, are significantly more important when compared to price. Total possible points for the evaluation criteria is 100 points. Of the possible 100 points, technical approach and experience is worth 45 points, past performance is worth 30 points, participation of Small Disadvantaged Business (SDB) concerns is worth 5 points, and price is worth 20 points.
Technical Approach and Experience Factors = 45 points Technical approach and experience shall be evaluated as follows:
Technical Approach (30 points) Offerors shall provide a detailed technical plan describing how the requirements of the Statement of Work will be accomplished.
The plan shall include a detailed time line which demonstrates the offeror=s understanding of the requirements.
Experience (15 points)
Offerors shall describe and quantify their level of experience with providing medical claims adjudication services.
Past Performance (30 points) Offerors shall provide past performance information for a minimum of three recent and relevant contracts for the same or similar services. Recent contracts are defined as contracts that were successfully performed and/or completed within the last five years. Evaluation of past performance will consider such areas as:
1. Quality of Service (7 points)
2. Customer Satisfaction (5 points)
3. Timeliness of Performance (7 points)
4. Business Relations (5 points)
5. Cost Control (6 points)
Information provided by offerors regarding past performance shall include contract numbers, firm or company names, points-of-contact with telephone numbers and any other relevant information which will assist with the evaluation process.
Offerors shall address any instances of past performance problems in referenced contracts and explain how these problems were resolved. Failure by the offeror to satisfactorily explain past performance problems may have an adverse effect on the past performance evaluation.
Target for Participation of Small Disadvantaged Business (SDB) Concerns (5 points) The offeror proposing the highest target percentage for participation of SDB concerns will receive the highest number of points under this evaluation factor.
Price (20 points) The offeror=s price will be a factor in the award decision.
However, the Government reserves the right to make an award, based on best value to the Government (considering technical and past performance) to an offeror, having other than the lowest priced quotation.
Evaluation and Award The offeror=s initial offer should contain the offeror=s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
