AMENDMENT OF SOLICITATION OF CONTRACT - Continuation 2.AMENDMENT/MODIFICATION NO. 3. EFF DATE 4. REQUISITION/PURCHASE REQ. NO. PAGE OF PAGES 09 2 2
14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
1. In order to provide for subcontracting possibilities, FAR clause 52.219-9, Small Business Subcontracting Plan (Sep 2007), is incorporated by reference.
2. Delete Objective paragraph, page 1, in the SOW and replace with the following:
Objective The primary objective of this requirement is to acquire medical claims adjudication services, for healthcare service providers/contractors (healthcare providers) paid under Medicare-based rate structures, is to ensure compliance with the National Correct Coding Initiative edits; for fee schedule healthcare providers, the objective is to ensure compliance with the applicable negotiated fee schedule. In both cases, key considerations include satisfying the Bureau of Prisons’ (BOP) requirement for independent and unbiased adjudication of medical claims, avoiding duplicate claims payments, and ensuring the BOP complies with the requirements of the Prompt Payment Act and Statements of Federal Financial Accounting Standards (SFFAS).
3. Delete Section “19. Exclusions,” in the SOW, and replace with the following:
19. Exclusions. The Bureau of Prisons (BOP) has determined that a conflict of interest exists for the purpose of this RFQ when a contract that is awarded for adjudication services involves contractors inspecting and verifying their own invoices, or claims of those health care services contracts of their competitors. Therefore, quotes received from current providers of health care services to the BOP, must address any potential conflict of interest(s) that may arise, including those described above and provide a detailed explanation how such conflicts will be neutralized. Current providers of health care services means those who hold heath services contracts with the BOP that are in full force and effect at RFQ sue date.
Quotes received from current providers of health care services to the BOP failing to adequately address/resolve this potential conflict of interest will be rejected without further consideration.
4. Start date is defined as: the issuance of a Notice to Proceed (NTP) to the contractor by the BOP. Upon the BOP’s determination of the contractors compliance with the requirements of the contract, a Notice to Proceed will be issued. The BOP reserves the right under the contract to not issue NTP should the contractor fail to comply with the requirements necessary for issuance of the NTP. Contractor performance of adjudicating medical billings will begin upon written issuance of the NTP.
5. Extends the Quotation Due date from October 5, 2007 to October 19, 2007, at 2:00p.m. EST.
ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
