3. Basis for Award. 502 CONS/JBKAA will issue a purchase order to the vendor who is determined to offer the best value to the Government.

4. 52.212-2- Evaluation—Commercial Products and Commercial Services. For this procurement, the Best Value determination will be made based on Lowest Priced, Technically Acceptable (LPTA) quote. The Government will award a contract resulting from this RFQ to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the Government. The following factors shall be used to evaluate quotes:

technical acceptability and quoted price. Only technically acceptable quotes are eligible for award.

a. The following process will be followed:

(i) Quotes initially will be ranked based on total evaluated price. Total evaluated price will be determined by multiplying the quantities identified in the Bid Schedule (above) by the proposed unit price for each Line Item Number. The extended amounts for each line item will then be totaled for an overall Total Evaluated Price.

(ii) If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest priced quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total evaluated price.

(iii) The technical evaluation team will evaluate the factor identified below. For the quote to be technically acceptable, all aspects of the technical factor noted below must be rated as acceptable. The failure of an Offeror/Quoter to meet any or all of the technical criteria will result in a technically unacceptable rating and be ineligible for award. The technical factors will receive one of the ratings listed below:

• Acceptable: Quote clearly meets the minimum requirements of the solicitation.

• Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation.

(iv) Technical Factors. The Government will evaluate the quotes for technical acceptability, assigning ratings as described in paragraph 4a(iii) above. The failure of a quote to meet any, or all, of the technical criteria will result in a technically unacceptable rating and excluded from further award consideration.

TECHNICAL FACTOR 1 – PLAN OF PUMPING/DISPOSAL SERVICES.

Quoter shall provide a plan that clearly addresses the pumping/disposing services of the WWTP Trains and Digesters in accordance with (IAW) the Statement of Work (SOW). The contractor’s plan shall clearly demonstrate the pumping and disposal of solids/sludge of WWTP Trains/Digesters IAW SOW.

Plan shall clearly address that services will be provided by a licensed Texas Commission on Environmental Quality (TEQ) liquid waste hauler, as required by SOW. Plan shall not exceed five (5) pages max. Any pages exceeding five (5) pages will not reviewed by the Government.

The standard has been met when: The quoter’s Service/Disposal Plan clearly addresses the pumping and disposal of the WWTP Trains and Digesters IAW SOW and demonstrates a sound, comprehensive, and realistic plan and understanding of the requirements of the SOW. Additionally, the quoter’s plan shall clearly address that the service will be implemented by a licensed TCEQ Liquid Waste Hauler as stated in the SOW and shall detail the type of qualified individuals that will pump and dispose of the solids/sludge from the tanks.

b. Price Evaluation. The Government will then conduct a price evaluation of the lowest priced, technically acceptable quote for price reasonableness.

c. Interchanges. The Government may hold interchanges with quoters/offerors that have the highest potential to offer the best value. These issues may be technical or price, or deal with contract documentation including any other matter in the evaluation process. Resolution of minor or clerical issues would not constitute interchanges and the Government reserves the right to award without the opportunity to revise quotes.

d. The purchase order will include FAR Clause 52.217-8, Option to Extend Services, with the potential to extend the contract an additional six (6) months beyond the awarded contract performance period. The price for that period will be determined based on the unit prices proposed for the current period of performance and will be evaluated at time of award. In the event the Government requires continued performance, the Government's evaluation of prices proposed will be considered fair and reasonable as applied to an extension of services. Should an extension of services be required, rates will be adjusted only as a result of revisions to applicable prevailing Department of Labor wage rates.

5. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current. To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/content/entity-registration and provide mandatory information.
