About this file
This is a Request for Quotation (RFQ) issued by the Oregon Military Department (OMD) for the Camp Rilea Forest Restoration Project, solicitation number W912JV25C3005. The project seeks a qualified contractor to develop an implementation plan and execute forest restoration treatments across four priority areas totaling 304.7 acres at Camp Rilea. The RFQ is divided into two primary tasks: Task 1 involves developing a detailed implementation plan identifying site-specific restoration prescriptions, schedules, and methods, and Task 2 involves field execution of pre-commercial thinning and planting activities. Quotes must be received by September 4, 2025, at 2:00 P.M. Pacific Time, with the expectation of awarding the Base Bid shortly after the solicitation's conclusion.
The pricing structure includes a lump-sum base bid for the implementation plan preparation and per-acre pricing for additive alternate restoration tasks in four priority areas. Each priority area has specific restoration goals, including reducing tree density, promoting forest health, supporting ground maneuver training, and reducing wildfire risk. The per-acre pricing covers pre-commercial thinning, planting, yarding, chipping/piling, invasive species control, mulching, and other associated tasks. The project will be executed in accordance with the 2021 Camp Rilea Forest Management Plan, with the contractor responsible for all labor, equipment, materials, and supervision necessary to complete the restoration activities.

SCOPE OF WORK
Task 1 – Implementation Plan Preparation (Base Bid)
The Contractor shall develop an Implementation Plan for forest restoration based on the 2021 Forest Management Plan. The Plan must address only the Forest Management Units (FMUs) listed under each PA in this solicitation and provide the framework necessary to support immediate execution of restoration activities.
The Contractor shall:
1. Review Existing Resources:
• Assess the existing forest inventory and 2021 Forest Management Plan.
• Identify relevant conditions within each PA and FMU.
2. Coordination and Field Assessment:
• Engage with OMD and ORARNG staff to discuss project objectives and constraints.
• Conduct field visits to each PA and FMU to verify conditions and gather site-specific information.
3. Implementation Plan Development:
The Plan shall include, at minimum:
• Thinning and Planting Prescriptions: Include detailed planting designs within each unit.
• Execution Timelines: Provide schedules for all planned restoration activities.
• Operational Details: Identify road conditions, equipment to be used, locations to yard and chip thinned material, permit requirements, and ODF notifications.
• Measurable Objectives and Safety Protocols: Ensure alignment with the 2021 Forest Management Plan.
• Deliverables: Documents, maps, and schedules necessary to immediately execute restoration activities.
4. Meetings and Coordination:
• Assume 3–5 planning meetings with the project team (virtual or in-person). Additional meetings will be negotiated as needed.
5. Deliverables:
• A complete, actionable Implementation Plan for all PAs and FMUs, ready for execution.
• Supporting maps, schedules, and operational details.
Task 2 – Execution of Restoration Treatments (Optional / Alternate Bids)
Contractor shall execute pre-commercial thinning (PCT) and planting within the PAs listed below, per the approved Task 1 Implementation Plan. Execution is contingent on OMD approval of Task 1 and funding availability.
Priority Areas and Goals:
• Priority Area 1 (PA1 – 133.3 acres; UF1 & UF4):
• Goal: Reduce tree density to promote forest health and support ground maneuver training with 30–50 ft visibility.
• Activities: PCT and planting required for UF1 and UF4.
RFQ W912JV25C3005 Page 3 of 6
• Priority Area 2 (PA2 – 59.4 acres; UF1 & UF4):
• Goal: Reduce tree density to reduce wildfire risk and promote forest health.
• Activities: UF1 – PCT and planting; UF4 – PCT only.
• Note: Includes small arms ranges; trees beyond target areas may contain bullets.
• Priority Area 3 (PA3 – 66 acres; UF1, UF3, UF6, Open Meadow):
• Goal: Reduce tree density to promote forest health and support ground maneuver training.
• Activities: UF1 – PCT and planting; UF3, UF6, Open Meadow – planting only (understocked areas).
• Priority Area 4 (PA4 – 46 acres; UF4):
• Goal: Reduce tree density to reduce wildfire risk and promote forest health.
• Activities: UF4 – PCT with possible planting.
• Note: Includes small arms ranges; trees beyond target areas may contain bullets.
General Thinning and Planting Guidelines:
Pre-Commercial Thinning (PCT):
• Target trees <10” DBH; reduce UF1 & UF4 from ~1170 to 400 trees/acre.
• Cut stumps ≤8” high; encourage beneficial fungi growth.
• Yard and chip thinned trees on-site; no invasive species in chips.
• Coordinate storage/piling locations with OMD staff.
• Retained trees must remain undamaged; no hangers or leaning trees left on leave trees.
Tree and Shrub Planting:
• Follow species, location, and spacing per Task 1 Implementation Plan and Forest Management Plan.
• Clear 18” diameter rings around plantings; mulch 18” diameter, 2” deep with weed-free chips from PCT/brush management.
• Control scotch broom only in areas where planting will occur, using cutting, hand-pulling, or spot application of triclopyr-based herbicide as needed prior to planting. Apply herbicides according to Oregon laws, OMD IPM requirements, and EPA label instructions; maintain 3’ buffer from sensitive water resources.
• Stocking: Add 50 trees/acre where recommended.
Contractor Responsibilities:
• Maintain ongoing communication with OMD POC; provide updates on progress.
• Conduct operations in compliance with the Oregon Forest Practices Act and state laws.
• Coordinate scheduled work with Camp Rilea staff to avoid conflicts with military training.
• Provide all labor, equipment, supervision, transportation, supplies, and incidentals.
• Operate on existing roads unless otherwise authorized; minimize damage and repair any negligent damage at Contractor’s expense.
• Ensure all project crew members have valid U.S. driver’s licenses or identification for site access.
• Participate in walk-through inspections to validate completed work prior to invoicing.
• Submit monthly invoices unless otherwise agreed with OMD POC.
Assumptions:
• All work shall be conducted in accordance with applicable safety standards and the 2021 Forest Management Plan.
