About this file
This is a Request for Quotation (RFQ) issued by the Oregon Military Department for invasive Scotch Broom control at Camp Rilea Armed Forces Training Center in Warrenton, Oregon. The project involves mechanical removal and chemical treatment of Scotch Broom across approximately 300 acres to improve ecosystem function and training area usability. The work is to be completed by September 30, 2026, with quotes due by September 4, 2025, at 2:00 P.M. Pacific Time. The contractor will be responsible for cutting and treating Scotch Broom in two priority areas, using hand tools and herbicides, while maintaining a 3-foot buffer around sensitive wetlands.
The pricing structure is based on a unit price per acre, with the total bid price calculated by multiplying the estimated 300 acres by the bidder's proposed unit price. Bidders must submit a completed pricing submittal form, including company information, contact details, and a unit price that covers all project costs such as mobilization, labor, equipment, herbicides, personal protective equipment, travel, GPS mapping, and reporting. The actual payment will be based on the verified acreage treated, as confirmed by GPS logs and Oregon Military Department inspection. Bidders must provide a valid U.S. driver's license for site access and coordinate all activities with the designated point of contact to avoid conflicts with military training.

***THIS IS NOT AN ORDER***
CAMP RILEA
Invasive Scotch Broom (Cytisus scoparius) Control
RFQ NUMBER W912JV25C3003
QUOTES MUST BE RECEIVED BY:
SEPTEMBER 4, 2025 BY 2:00 P.M. PACIFIC TIME (PT)
RFQ PURPOSE:
The scope of work for this Project will consist of extensive clearing of invasive Scotch Broom (Cytisus scoparius) within designated treatment areas through a combination of mechanical removal and chemical treatment.
PROJECT SCOPE:
Invasive Scotch Broom is degrading native coastal prairie and forest habitats at Camp Rilea and reducing usable training area for Soldiers. The Oregon Military Department (OMD) seeks to control more than 300 acres of infestation to improve ecosystem function and training resiliency.
The Contractor shall furnish all labor, equipment, tools, materials, transportation, and supervision necessary to perform Scotch Broom control in designated areas (Exhibits 1 and 2). Control methods will combine mechanical removal and chemical treatment.
For this Project, “Control” is defined as reducing the density and viability of Scotch Broom to meet project objectives, specifically:
• Mechanical removal of mature plants by cutting, pulling, or grubbing to eliminate standing biomass and root crowns where feasible.
• Chemical treatment of cut stumps, basal stems, resprouts, and seedlings to suppress regrowth and prevent re-establishment.
Attached, incorporated by reference:
1. Exhibit 1: Map of treatment areas and sensitive wetlands (with 3-foot buffer marked)
2. Exhibit 2: Priority Area Map
3. Exhibit 3: AGO Form 200-1-16 Pesticide Reporting Form

PROJECT SITE
The Project Site is located at 33168 Patriot Way, Warrenton, OR 97146, within the Camp Rilea Armed Forces Training Center.
The specific treatment areas are further defined in the Priority Area Map (Exhibit 2), which identifies the boundaries and locations of invasive Scotch Broom targeted for control under this Project.
SCOPE OF WORK
Treatment Areas:
• Priority Area 1: Mixed pine/spruce with Scotch broom understory and native forbs/grasses/mosses.
• Priority Area 2: Open area with scattered trees and bonsai-like regrowth from previous mowing; mature broom along tree lines.
• Additional treatment areas to be assigned upon completion of Priority Areas 1 and 2.
Sequence of Work:
1. Attend a project kick-off meeting and site briefing within 14 business days of contract award.
2. Begin work in the northwest section of Priority Area 1 and proceed south.
3. Treat the northeast section of Priority Area 1 next.
4. Complete Priority Area 2 after Priority Area 1.
5. Coordinate with OMD POC for next assigned areas thereafter.
Mechanical Removal:
• Cut all Scotch broom below the basal node (near ground level where stem changes color).
• Use hand tools or hand-held power tools; chainsaws allowed only where necessary.
• Small plants may be hand-pulled or removed with an Uprooter or similar tool.
• Leave cut material in place unless otherwise directed.
Chemical Treatment:
• Apply triclopyr-based herbicide (e.g., Garlon or Crossbow) with indicator dye to cut stems immediately after cutting (within 1–2 minutes).
• Follow herbicide label instructions and Oregon State Pesticide Laws — the label is the law.
• Ensure all pesticides are approved by the OMD POC before use.
• Store, handle, and dispose of chemicals per all federal and state regulations.
• Maintain a 3-foot no-spray buffer around sensitive water resources (wetlands shown on Exhibits 1 and 2).
Reporting Requirements:
• Complete and submit AGO Form 200-1-16 or equivalent pesticide reporting form for all invoiced work.
• Submit reports with each monthly invoice to the OMD contract POC.
• Maintain a GPS log of treated patches.
Access and Security:
• All crew members must present valid U.S. driver’s license or ID for site access.
• Use existing paved/unpaved roads for access.
• Schedule all activities in advance with OMD POC to avoid conflicts with military training.
Deliverables:
• GPS maps or shapefiles showing all treated areas.
• Monthly pesticide application reports.
