About this file
This document is Addendum 1 to a Request for Quotation (RFQ) issued by the Oregon Military Department's Camp Rilea Armed Forces Training Center, specifically for an Invasive Scotch Broom Control project with the contract number W912JV25C3003. The addendum, dated August 20, 2025, modifies the original RFQ by clarifying the project's scope and mechanical removal requirements for controlling Scotch Broom at the training center. The primary objectives include mechanically removing mature Scotch Broom plants by cutting or pulling them below the basal node, using hand tools or hand-held power tools, and applying chemical treatment to cut stumps and resprouts to suppress regrowth.
The addendum explicitly prohibits mechanical mastication and requires that cut material be left in place within the treatment area with minimal piling, avoiding conventional burning or offsite disposal piles. The project focuses on minimizing ground disturbance and preserving understory species like lichens, mosses, and native grasses. Potential bidders must acknowledge the addendum by initializing the document, and any protests to the changes must be submitted via email to Corey.Brech@OMD.Oregon.gov by 2:00 P.M. on August 22, 2025. The document provides detailed responses to two specific requests for information, clarifying the mechanical removal approach and reinforcing the project's environmental preservation goals.

Addendum 1 RFQ W912JV25C3003 1
August 20, 2025
SUBJECT: Addendum Number 1 to RFQ W912JV25C3003 – Camp Rilea Invasive Scotch Broom Control
TO ALL PROSPECTIVE OFFERORS AND ALL OTHERS CONCERNED
1. The changes, clarifications, omissions, additions, and alterations in, on, and to the bidding information and specifications shall apply to the quotes made for and to the project indicated above. Except as modified by this Addendum Number 1, all the terms and provisions of the Request for Quotation (RFQ) for the above listed project remain in full force and effect. This Addendum Number 1 supersedes all previous instructions pertaining to the items listed:
CHANGES TO RFQ
2. Changes to RFQ: The following revisions are made to the RFQ. Where applicable, additions are indicated in bold and underlined and deletions are indicated by strikethrough.
A. RFQ Section: PROJECT SCOPE (Beginning on Page 1) Revise the Control Definition as follows:
For this Project, “Control” is defined as reducing the density and viability of Scotch Broom to meet project objectives, specifically:
• Mechanical removal of mature plants by cutting, pulling, or grubbing to eliminate standing biomass and root crowns where feasible. Mechanical removal of mature plants by cutting or pulling to eliminate standing biomass where feasible. Mechanical mastication is not an acceptable method under this contract.
• Chemical treatment of cut stumps, basal stems, resprouts, and seedlings to suppress regrowth and prevent re-establishment.
• Cut material shall generally be left in place within the treatment area, with minimal piling for operational purposes; material is not to be moved to conventional piles for burning or offsite disposal.
B. RFQ Section: SCOPE OF WORK (Beginning on Page 2) Revise the Mechanical Removal requirements as follows:
Mechanical Removal:
• Cut all Scotch broom below the basal node (near ground level where stem changes color).Use hand tools or hand-held power tools; chainsaws allowed only where necessary.
• Use hand tools or hand-held power tools; chainsaws allowed only where necessary.
• Cut all Scotch broom using hand tools or hand-held power tools. Broom is to be cut below the basal node (i.e., near or at ground level), typically where the stem is more yellow than green.
• Small plants may be hand-pulled or removed with an Uprooter or similar tool.
Addendum 1 RFQ W912JV25C3003 2
• Leave cut material in place unless otherwise directed.
• Cut material shall generally be left in place within the treatment area, with minimal piling for operational purposes; material is not to be moved to conventional piles for burning or offsite disposal. Large piles are not permitted.
C. Responses to Requests for Information. The following information is provided in response to a Request for Information (RFI) received regarding the scope and mechanical removal specifications in the RFQ:
Question 1:
Are you open to the alternative of mechanical mastication and then herbicide application?
Response 1:
No, mechanical mastication is not an acceptable method under this contract. OMD currently conducts in-house control of Scotch broom using a flail mower in accessible areas where ground disturbance from the equipment is not a concern. This contract focuses on areas where OMD seeks to minimize ground disturbance and retain understory species such as lichens, mosses, and native grasses and forbs as much as possible. Within these open areas, where regular mowing has produced stunted, bonsai-like broom, uprooters or lob-and-dab herbicide treatments are the preferred methods.
Question 2:
Your specs state – Mechanical removal of mature plants by cutting, pulling, or grubbing. The specs are contradicting the above statement. If we can pull or grub, are piles acceptable or ???
Response 2:
Grubbing is not part of the project’s Scope of Work and has been removed from the specifications.
Mechanical removal of mature plants shall consist of cutting or pulling to eliminate standing biomass where feasible. Cut material shall generally be left in place within the treatment area. Minimal piling for operational purposes is allowed, but material is not to be moved to conventional piles for burning or offsite disposal. Large piles are not permitted.
3. This addendum must be acknowledged and submitted for this project. By acknowledging this addendum, the Offeror agrees they have read and understood the above mentioned changes and have incorporated those changes into their Offer.
