Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Governmentcancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.

5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07 effective 10 September 2021, and Defense Acquisition Circular Change dated 29 September 2021, and Army Acquisition Circular dated 29 October 2021.

6. In accordance with FAR 19.502-2, a Total Small Business Set-Aside, North American Industry Classification System (NAICS) code for this solicitation is 722310 – Food Service Contractors with a size standard of $41.5M.

7. The contractor shall provide Kitchen Personnel Service in accordance with the Statement of Work (SOW). The following table contains the description of requirements for the Contract Line Item Numbers (CLIN) items to be acquired and the date and place of the period of performance.

8. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Sep 2021) and the addendum, applies to this acquisition. Refer to Attachment 3 for more information.

9. The provision at FAR 52.212-2, Evaluation – Commercial Items (Oct 2014) and addendum applies to this acquisition. Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Award shall be based on best value to the government. Refer to Attachment 3 for more information.

10. FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items (Feb 21), with its Alternate I (Oct 14), applies to this acquisition.

SPECIAL NOTES AND INSTRUCTIONS

Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government may award without discussions, reserving the right to hold discussions if deemed necessary by the Contracting Officer (CO).

Award Factors: This is a FAR Part 13 (Federal Acquisition Regulation) Simplified Acquisitions.

Evaluation and award shall be based on best value to the government. Refer to Attachment 3 for more information.

Site Visit: A site visit will be held on Tuesday, 23 November 2021 at 9:00 am CST. Interested contractors shall submit the ARW form 11 (Attachment 10) directly to 128.ARW.Base.Access.Request.CE@us.af.mil and CC the Point of Contact listed below for clearance. Once the contract is awarded, the company will submit a form 10 to the same email for the workers.
