ADDENDUM NO. 1 TO RFQ UD-26-346: WELDING, MACHINING, AND FABRICATION SERVICES
This addendum modifies the original Request for Quotation issued by the Long Beach Public Utilities Department (LBPUD) for welding, machining, and fabrication services. The contract encompasses baseline welding and machining service categories with four primary service rate tiers for standard labor performed during regular business hours, four premium-tier rates covering overtime, double time, nights, weekends, holidays, and emergency call-outs, plus logistics and specialized work. Service delivery locations include the Water Treatment Plant (2950 Redondo Avenue) and the Operations Service Center (1731 East 33rd Street), with mobile field services available anywhere within Long Beach city limits. Standard service response time requires contractors to acknowledge dispatch, mobilize personnel, and arrive on-site within forty-eight (48) hours after LBPUD issues a release notice. Emergency service response time is two (2) hours, with failure to respond resulting in potential cost recovery from the contractor for services obtained elsewhere. All services must be completed within five (5) business days from the time of delivery or pickup, unless LBPUD provides written approval for an extension. Bidders must acknowledge and submit this addendum with their quotation or risk disqualification.
Hourly rates must be fully burdened and all-inclusive of standard labor, equipment (shop or mobile rigs), small tools, repairs, and common shop consumables such as welding rods, grinding discs, and standard shielding gases. Specialized consumables, specialized gases in unusually high volumes, or heavy equipment required for unique scopes may be billed separately as at-cost parts only when pre-approved as Supplemental/Additional As-Needed Work. Contractors are expected to use professional experience and standard operating costs when establishing comprehensive flat rates. Subcontracting is permitted under the contract, and all subcontractors are subject to LBPUD approval; bidders must submit a Subcontractor List detailing specific tasks routed to subcontractors along with their initial bid package. Prime contractors must possess a valid California Contractor's License appropriate for their primary scope of operations. Item 9 establishes a flat logistics rate for standard deliveries during regular working hours; for oversized, heavy-haul, or permitted loads, contractors may submit actual freight or equipment costs for prior approval as part of the written estimate. LBPUD may award contracts to multiple bidders to manage emergency resources and enable price verification.

NOTICE TO BIDDERS
ADDENDUM NO. 1: BID MODIFICATION AND Q & A
RFQ UD-26-346
WELDING, MACHINING, & FABRICATION SERVICES
This Addendum modifies and supersedes specific language contained in the original RFQ UD‑26‑346.
Bidders must acknowledge and submit this Addendum with their quotation. Failure to do so may result in disqualification.
As of August 6, 2026:
The following sections shall be modified:
Section VIII. Service:
Response time for service at LBPUD facilities and/or other City locations shall be within forty-eight (48) hours after receipt of a release notice. Response time for service at Contract site shall be within forty-eight (48) hours after receipt of a release notice. Contractor shall complete all services within five (5) business days from time of delivery by LBPUD or time of pickup by Contractor, unless LBPUD provides written approval for an extension.
The following are answers to questions submitted:
Question 1. Page 2 Scope of Work – Can you please provide a clear description of items 1-4 including all applicable services, consumables and any other appurtenances that are to be included in this cost or scope of service.
Answer 1. The Contractor shall provide all materials, tools, equipment, and labor necessary to perform Welding, Machining, and Fabrication Services. Price quotes must include all charges required to complete the work, including cutting, shaping, welding, bonding, milling, drilling, sawing, grinding, and sandblasting.
Items 1–4 on Page 2 represent the baseline welding and machining service categories. The hourly rate submitted by the bidder must be a fully burdened rate inclusive of standard labor, equipment (e.g., shop or mobile rigs), small tools, and common shop consumables such as welding rods, grinding discs, or standard shielding gases.
Specialized consumables, specialized gases in unusually high volumes, or heavy equipment required for unique scopes may be billed separately as at‑cost parts only when pre‑approved through Section XXVII (Supplemental/Additional As‑Needed Work).
Question 2. Page 5 & 6 Section VIII. Services VS Emergency Services - Under Services page 5 the contractor must reach the site at LB facilities or their other locations within two hours (2) hours but there are no addresses provided. However, page 6 the “emergency” services only require you to Respond within 2 Hours.
Answer 2. Delivery and pickup addresses are identified in Section VII and VIII:
Water Treatment Plant (2950 Redondo Ave.)
Operations Service Center (1731 E. 33rd Street)
Mobile field services may also be requested anywhere within Long Beach city limits.
Standard service response time is within forty-eight (48) hours after LBPUD issues a release notice. “Responding” requires the contractor to acknowledge the dispatch, mobilize personnel, and arrive on-site to assess work. Emergency service response time remains within two (2) hours. LBPUD may accept an initial verbal or electronic estimate at arrival to prevent operational downtime; the detailed written quote may follow.
Question 3. Page 5 & 6 Last two sentences – Contractor shall provide a formal quote estimating manhours, cost per part and duration. I understand the urgency to respond and provide but this sort of contradicts the above.
Answer 3. If emergency mobilization is required, LBPUD may authorize work to begin based on verbal scope and estimate, with written documentation to follow. This preserves operational continuity while maintaining documentation requirements.
Question 4. Page 6 – All services shall be completed within 5 business days from the date of delivery by LB or pick up by the contractor. Without a known SOW or quantity, we can’t guarantee this there could be availability issues.
Answer 4. Five (5) business days is the standard turnaround time for typical as-needed services.
LBPUD recognizes that large quantities, complex scopes, or material shortages may require more time. As stated in Section I and VIII, if a contractor determines that the deadline cannot be met, the contractor must submit a written explanation requesting an extension.
Question 5. Page 6 & 7 Emergency services (Page 7) contractor shall respond to request within 2 hrs. failure to do so will result in the city seeking services elsewhere and charging the contractor. I’m not sure this is legal there are inevitable life situations which could cause a delay, such as you’re on a plane. Attending a funeral etc. the city should consider selecting (2) contractors to better manage their emergency resources. This would also allow for price checking two quotes on call out jobs.
Answer 5. LBPUD may award contracts to multiple bidders (Section IV).
If a contractor does not respond to an emergency request within two (2) hours, LBPUD may contact another contractor. If a contractor accepts the emergency assignment but fails to arrive
(“no‑show”), LBPUD may recover related emergency service costs from that contractor. This is cost‑recovery, not a penalty.
Question 6. Page 7 Estimates IX last paragraph hourly rates shall include “ALL” cost associated with the requested service and be the total cost to LB including but not limited to labor, equipment, consumable materials, small tools & repairs. – The hourly cost should be limited to a direct item or labor rate. Otherwise, we need specific details to calculate the equipment or volume of consumables needed. Welding machines have a range based on thickness of metal.
Consumables are required for carbon steel and very much different than what’s needed for stainless steel. e.g. Argon is used as an inert gas when purging and welding pipe but what if the pipe run is 10 miles long, we can’t answer this only you can. This falls under California civil code 1542…
Answer 6. Hourly rates must be fully burdened and all-inclusive of labor, equipment, small tools, repairs, and typical consumables. Contractors are expected to use professional experience and standard operating costs when establishing a comprehensive flat rate.
Specialized consumables or machinery required for uncommon scopes may be itemized separately only when requested and approved as Supplemental Work.
Question 7. Page 11 XXIV – Equipment can you please confirm if the contractor will have a chance to provide an estimate where he can determine what type of equipment is needed. At his own expense depends on the situation and it’s totally fine as long as we have the opportunity to budget this item.
Answer 7. Refer to Section IX and VIII. For each individual as-needed work request, the contractor will be given sufficient access, site information, or physical items to evaluate each job and prepare a written estimate including hours, parts, and any specialized process requirements.
Question 8. Page 11 Subcontracting – Many of the services listed fall under different trades I believe a general engineering A license is required when contracting more than 2-3 trades.
Subcontracting would be inevitable as most contractors have a niche and are licensed for a specific trade. Maybe you could add a sheet for people to list their proposed subcontractors that will be used. Machine shops typically don’t perform rolling of beams or pipe their considered metal forming companies whereas machine shops can perform drilling and lathe work. They are two totally different types of business.
Answer 8. Subcontracting is permitted under Section XXV. All subcontractors are subject to LBPUD approval. Bidders do not need to perform every niche trade (such as heavy beam or pipe rolling) in-house, provided they manage these processes through qualified partners. Bidders must submit their Subcontractor List along with their initial bid package. Prime contractors must possess a valid California Contractor’s License appropriate for their primary scope of operations.
Question 9. Page 15 & 16 – Service item List - Can you add a column for sub-contracted work
Answer 9. The Bid Form Section layout within the online Long Beach Buys portal is fixed and cannot be modified to add extra columns. Bidders must select "YES" if they have the internal or subcontracted capability to deliver that specific service line item. Subcontractor List with details, including which specific tasks will be routed to a subcontractor, must be uploaded as a general attachment along with the initial bid package.
Question 10. Page 16 & 17 – Please elaborate on what’s included in or expected in rates 1-4, Rates 5-8 Urgent? Please confirm if you are referring to overtime/ DBL time or off hour call outs? Urgent during a normal 8-hour shift doesn’t change the price.
Answer 10. Service Rates item 1–4 represent standard labor performed during regular business hours (straight-time). Service Rates item 5–8 represent premium-tier rates, covering overtime, double time, nights, weekends, holidays, or emergency call-outs. Urgent requests performed fully within standard working hours are billed at straight-time rates.
Question 11. Page 17 - #9 Please explain in detail. Are you referring to non-working hours delivery cost. Also, the delivery can vary greatly by size, weight or shape. Small truck or large truck. Lots of variables here.
Answer 11. Item 9 establishes a flat logistics rate for standard deliveries during regular working hours. Contractors should quote their typical flat or hourly delivery rate.
For oversized, heavy‑haul, or permitted loads, contractors may submit actual freight or equipment costs for prior approval as part of the written estimate under Section IX and XXVII.
