About this file

This document is a Request for Quotation (RFQ) for trash removal services at Headlands Beach State Park in Mentor, Ohio. The Ohio Department of Natural Resources (DNR) is seeking a year-round trash removal service with weekly service during the peak season of May-October and on-call/reduced service during the off-season of November-April. The RFQ specifies the required container sizes, locations, and estimated pickup frequencies. The initial contract term is for 16 months, from March 2024 through June 2025, with an optional 2-year renewal. An optional pre-bid meeting is scheduled for January 23rd.

The RFQ outlines the bid evaluation and award process, noting that the contract will be awarded to the lowest responsive and responsible bidder based on the total bid amount for the month of July. The bid submission must include a completed Excel spreadsheet. The RFQ also details the invoicing requirements, including the need to submit invoices directly to Ohio Shared Services. Preference will be given to veteran-friendly businesses and bids containing products produced in Ohio or the United States under the Buy Ohio and Buy American programs.

Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.

Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

Veteran-Friendly Business Enterprise Program

The Veteran-Friendly Business Enterprise (VBE) program provides preference or bonus points to certified companies competing for State contracts, including eligible construction services. The legal authority for the program is R.C. 9.318, while its administrative rules are found in OAC 123:5-1-01 and 123:5-1-16.

The VBE program applies to all state agencies' purchases made by bid or proposal under R.C. 125. The VBE program allows for:

1.Prices on bids submitted by veteran-friendly businesses to exceed those prices on bids submitted by businesses not certified as veteran-friendly by up to five percent and still be eligible for winning the award; and

2.Scores on proposals submitted by veteran-friendly businesses to be up to five percent lower than the proposal scores submitted by businesses not certified as veteran-friendly and still be eligible for winning the award.

Buy Ohio and Buy American

Buy Ohio and Buy American bid preferences are enabled by RC 125.09, RC 125.11, and OAC 123:5-1-06.

These preferences permit bids containing products that are produced in Ohio or a border state, or the United States of America, to be selected for contract award even if they exceed prices offered in bids not containing Ohio, border state, or American products by no more than 5% or 6%, respectively.
