About this file
The document is a Request for Quote (RFQ) Supplemental Instructions from the Illinois Department of Innovation and Technology (DoIT) for a Metro Ethernet Quote Request seeking fiber-based point-to-point transport services. The procurement targets connectivity between the DoIT location in Quincy, Illinois, and any Illinois Century Network Point of Presence (POP), specifically requiring fiber metro ethernet services with bandwidth options ranging from 20MB to 1GB. Vendors must provide service inside designated telecom rooms, terminating on a vendor-provided switch, with a mandatory 180-day installation interval. Electronic submissions are required through BidBuy, with the bid requiring completion of all optional bandwidth tiers, and vendors must be prepared to facilitate site visits within 5 business days of bid availability.
The contract will be awarded based on total cost of ownership, calculated by multiplying monthly recurring charges by the service term and adding non-recurring installation costs. Bidders must include all fees, charges, and taxes, and must provide 99.98% service availability on a 30-day average. While no specific set-asides or budget restrictions are mentioned, the procurement appears open to telecommunications service providers capable of meeting technical specifications for metro ethernet connectivity. The contract emphasizes comprehensive network infrastructure expansion, focusing on reliable, synchronous bandwidth and 24/7/365 service availability across potential ICN POP sites throughout Illinois, with the bid due date set for March 7, 2025.
