About this file
This supplemental instruction document for a Request for Quote (RFQ) is issued by the Illinois Department of Innovation and Technology for Metro Ethernet services. The project requires fiber Metro Ethernet point-to-point transport service between the Department of Innovation and Technology in Quincy, Illinois, and any Illinois Century Network Point of Presence location. Copper and wireless services are not acceptable. Vendors must deliver service inside the building to the designated telecom room at both endpoints, with service terminating on a vendor-provided switch. Site visits must be requested within 5 business days of the bid availability date, and the installation must be completed within 180 calendar days of service order execution.
Pricing must be submitted electronically through BidBuy, with all quotes including applicable fees, charges, and taxes. Award determination will be based on total cost of ownership, calculated as Monthly Recurring Charge multiplied by Service Term plus Non-Recurring Installation costs per site. Bidders must complete pricing for all Optional line items for additional bandwidth tiers to be considered responsive, though these optional items will not factor into the award decision except in tie-break situations. Vendors must submit any contract term exceptions via a redlined version of the contract with their offer.
