(a) The Government intends to award a single, firm, fixed price purchase order to the responsible Quoter whose quote conforming to the solicitation represents the Best Value to the Government, price and other factors considered. The following factors will be used to evaluate quotes: (i) Technical Capability, (ii) Price, and (iii) Past Performance. Technical capability is pass/fail. TECHNICAL CAPABILITY: A Quoter’s quotation will be considered technically acceptable if it meets all the specifications in Attachment 1 – Salient Characteristics. To demonstrate technical compliance, Quoters must submit product literature and clear photographs for each unique item. For clarity, the literature/photography requirement applies to each distinct product type, not to the total quantity being procured.
