About this file

This is a salient characteristics document outlining requirements for an SCBA Air Compressor Fill Station requested by 5 CES/CEF (Civil Engineer Squadron/Civil Engineer Flight). The system must be an all-in-one, self-contained fill station with compressor and cascade that does not exceed 105" W x 35" D x 80" H to fit within the designated installation room.

The compressor system shall feature simultaneous filling and exchange capabilities (filling two cylinders inside a protective chamber while two are exchanged outside), five-stage compression with cast iron block and cylinders, and advanced components including stainless steel valve assemblies and pressurized oil lubrication with spin-on filter. The system must meet or exceed NFPA 1901 standards, include safety interlocks and pressure gauges, and provide auxiliary outlets capable of a minimum 6000 PSI (unregulated rear outlet and regulated front outlet). The cascade system must include a minimum of three bank systems. Additional requirements include intercoolers and water separators for cooling and filtration, relief valves on multiple stages, ergonomic design, automatic storage refill valve and pressure regulator, and a minimum two-year warranty. Services included with the contract are complete installation and removal of the old system, unpacking, installation, pressure testing, and all electrical and plumbing work in accordance with manufacturer recommendations, plus on-site operational training on installation day. The justification for this purchase is to provide firefighters with reliable, efficient high-quality breathing air supply with faster fill times and enhanced safety features to improve operational efficiency and firefighter safety.

2. Key Features:

- All in One, Fill Station, Compressor and Cascade:

• Simultaneous Filling and Exchange: Fills two cylinders inside a protective chamber while two are exchanged outside, maximizing efficiency.

• Enhanced Safety: Meets and exceeds NFPA 1901 standards, features safety interlocks and pressure gauges, designed for operator safety.

• Ergonomic Design: Built for ease of use and operator comfort.

• Automatic Features: Automatic storage refill valve and pressure regulator for automated cylinder charging.

• Auxiliary Outlets: Unregulated rear outlet and regulated front outlet for additional utility capable of a minimum of 6000 PSI.

• Warranty: Minimum two-year warranty.

• Cascade System: minimum 3 bank systems for cascading.

• All in One: System will be a self contained "all in one" system that with dimensions not to exceed 105” W X 35” D X 80” H to fit in current designated room.

• Five-Stage Compression: For efficient and reliable high-pressure air delivery.

• Durable Construction: Cast iron block and cylinders.

• Advanced Components: Stainless steel valve assemblies, connecting rods with needle roller bearings.

• Lubrication System: Pressurized oil lubrication with spin-on oil filter.

• Cooling and Filtration: Intercoolers and water separators for optimal performance and air quality.

• Safety Features: Relief valves on multiple stages.

- Services Included:

• Installation and Removal: Winning contract will remove/dispose of old system and will unpack, install, and pressure test the fill station and cascade system, ensuring full operation. Installation will include all aspects required for a fully functioning system prior to acceptance. Including but not limited to electrical, plumbing, moving the systems and securing the system IAW manufacturer recommendations.

• Training: On-site training on operations will be provided on installation day.

- Justification for Fire Department Purchase:

• This breathing air compressor fill station is essential for ensuring firefighters have a reliable and efficient supply of high-quality breathing air. The faster fill times, enhanced safety features, and convenient design improve operational efficiency and firefighter safety.
