About this file
This is a Questions and Answers document for solicitation FA4528-26-Q-RB-01 issued by the Department of the Air Force Global Strike Command for an SCBA Air Compressor system to be installed at Minot Air Force Base. The Q&A addresses clarifications on the existing system specifications, electrical and plumbing infrastructure, installation requirements, and operational parameters. The current system being replaced is a Mako BAC 07H compressor. The installation site has available 60 Amp 240V 3 Phase electrical power and a 2" PVC fresh air intake connection that is plumbed approximately 30 feet into a SCBA maintenance room and connected to a regulator for Posichek testing equipment.
The new system must be self-contained with dimensions not exceeding 105" W x 35" D x 80" H, operate at 6000 PSI with a minimum 3-bank cascade system, and accommodate a 4-position fill configuration if simultaneous fill and exchange is not available. The contractor is responsible for all removal and disposal of existing equipment, unpacking, installation, electrical work, plumbing modifications as necessary, pressure testing, and securing the system per manufacturer specifications. On-site operator training must cover operations, fluid checks, and function checks for up to 30 personnel with no minimum time requirement. Installation must be completed within 120 days of award notification. Contractor base access requires background checks through the visitors center, with fire department escort available at the gate. A pallet jack is available on-site for equipment handling, with forklift access available upon advanced coordination.

Q&A Document for Solicitation FA4528-26-Q-RB-01 CAO: 8 July 2026 Q: In attachment 1, Salient Characteristics under Installation and Removal it states that Installation will include Electrical among other requirements. Do you have information as to what is currently in place in regard to electrical connections? Is it Single Phase or Three Phase, and what is the voltage? Are there certain Electrical Contractors that are approved to work on MAFB, and is that list available to us if we need to hire one of them?
A: Attached is a photo of current power source in the install room.
Q: EXISTING SYSTEM REMOVAL — Section 6.1 calls for removal and disposal of the existing system. Can you confirm what is currently installed (make, model, approximate size and weight)? This will impact labor and disposal costs significantly.
A: Current system is Mako BAC 07H Q: ELECTRICAL — Is existing electrical infrastructure in place for the new unit, or will new wiring, breaker, or disconnect work be required? The ALK-FH-10-415 we are quoting runs on 230V/480V. Please confirm which voltage is available at the installation site.
A: The current electrical shutoff available to use is listed at 60 Amp 240V 3 Phase. Contractor is responsible for wiring to existing or new power as necessary.
Q: PLUMBING — Are existing plumbing connections compatible with the new system, or is new plumbing required?
A: Unknown system requirements. Currently a 2” PVC provided fresh air intake. A power disconnect is located in the room that provides 60 Amp 240V 3 Phase power to the room.
Q: SITE ACCESS — This is an Air Force installation at Minot AFB. Can you provide any details on base access requirements for contractors, including any required clearances, badging, or escort procedures? This will affect our ability to self-perform or subcontract the installation.
A: All contractors that need base access will need to have a background check completed by the visitors center. Fire department can meet at the gate to sign on contractors and escort as necessary.
Q: TRAINING — Section 6.2 calls for on-site operator training on installation day. Please confirm the expected number of personnel to be trained and approximate duration expected.
A: Training will be for up to 30 personnel. No minimum time requirement as long as all operations, fluid checks and function checks are covered.
Q: TIMELINE — The equipment lead time from our supplier is 8 weeks. Is there a required installation completion date beyond the July 5 quote deadline we should be aware of?
A: 120 days after notification of award.
Q: The all-in-one system that allows filling two cylinders on the inside and exchanging two cylinders on the outside does not exist. Can you clarify the requirement?
A: If simultaneous fill/exchange is not possible 4 bank fill positions is acceptable.
Q: What is the CFM they require?
A: No specific CFM requirement. We do require 6000 PSI and a minimum of 3 bank cascade system.
Q: The requirement listed below specifies a unit that is no longer manufactured. Would a used option be acceptable? Or would a new unit without the simultaneous fill and exchange feature be acceptable (Simultaneous Filling and Exchange: Fills two cylinders inside a protective chamber while two are exchanged outside, maximizing efficiency)?
A: No a used unit is not acceptable. If there is no option for simultaneous exchange a 4 position fill would be acceptable.
Q: Is a modular design acceptable, consisting of one compressor and one fill station positioned next to each other, provided the combined configuration fits within the stated maximum dimensions of 105" W x 35" D x 80" H?
A: No, all in one self-contained is required.
Q: For removal of the old equipment, does the site have access to a forklift or pallet jack?
A: A pallet jack is available. A forklift can be made available with advanced coordination.
Q: What is the process for receiving base electrician and plumbing support?
A: Winning contract will remove/dispose of old system and will unpack, install, and pressure test the fill station and cascade system, ensuring full operation. Installation will include all aspects required for a fully functioning system prior to acceptance. Including but not limited to electrical, plumbing, moving the systems and securing the system IAW manufacturer recommendations.
Q: What size is the conduit that brings in fresh air from outside of the building?
A: 2” PVC
Q: What size is the hole in the wall for the fresh air pipe?
A: Approximately 2.25” Q: The black tubing that connects to the current cascade system: where does that tubing go? Does it support SCBA fit testing and/or Posichek equipment?
A: It is plumbed into a SCBA maintenance room. Approximately 30 Ft of tubing and it is plumbed into a regulator for Posichek SCBA testing.
Q: Can the Government provide a picture showing what the black tubing connects to in the next room?
A: Pictures attached.
