About this file

This document is a Request for Qualifications (RFQ) and Request for Proposals (RFP) issued by the Georgia State Financing and Investment Commission (GSFIC) on behalf of the Georgia Vocational Rehabilitation Agency (GVRA) for master planning services for the GVRA's Roosevelt Warm Springs Campus. The project aims to develop a comprehensive master plan to guide the physical development needed to support GVRA's mission and strategic plan for its 900-acre residential campus in Warm Springs, Georgia. The RFQ outlines the schedule of events, minimum qualifications, evaluation criteria, and submittal requirements for interested firms to provide Statements of Qualifications. Qualified finalists will then be invited to submit proposals and interview with the Selection Committee. The master planning services may be expanded to include supplemental planning documents, conceptual drawings, and development of plans and specifications depending on GVRA's needs.

The RFP provides additional details on the proposal contents, including qualifications and experience of the proposed project team, the firm's proposed plan for the project, and overall impression of the firm. Evaluation criteria include the firm's previous performance, proposed team qualifications, and the Selection Committee's overall impression. The selected firm will negotiate a contract with GSFIC, and if an agreement cannot be reached, negotiations will proceed with the next highest-ranked firm.

II. RFQ/RFP OVERVIEW

Master Planning Services

The Georgia State Financing and Investment Commission (GSFIC), as “Owner”, on behalf the Georgia Vocational Rehabilitation Agency (“Using Agency” or ''GVRA''), is seeking Statements of Qualifications from firms interested in providing master planning services for a project known as Project No. GVRA-13 Warm Springs Campus Master Plan

1. GENERAL PROJECT INFORMATION

Project Background:

GVRA serves Georgians with disabilities who are seeking employment through vocational rehabilitation programs. The GVRA Roosevelt Warm Springs (RWS) Campus consists of a Vocational Rehabilitation (VR) program, a Long-Term Acute Care Hospital (LTCH), an Inpatient Rehabilitation Hospital (IRF) operated by Augusta University and additional services provided by third parties for the benefit of people with disabilities. RWS VR program is a comprehensive interdisciplinary employment-focused training program for individuals with disabilities and is operated by Georgia Vocational Rehabilitation Agency nestled on a historic campus of over 900 acres. The campus operations are twenty-four hours a day, seven days a week designed and implemented to ensure that students with disabilities receive an array of services that promote independence, self-determination, and employment skills. The campus includes multiple cottages, many of which are in use for administrative and programmatic purposes. The RWS campus encompasses over 900 acres with almost 750,000 square feet of space comprised of over 80 buildings.

Most of the acreage and buildings are owned and managed by GVRA, but some of the land and buildings are owned and/or operated by private individuals, the Georgia Department of Natural Resources, Augusta University Hospitals, or other entities.

Project Description:

GVRA is looking for a master plan to guide the physical development needed to support the mission and strategic plan of the agency in its residential 900 acres campus in Warm Spring. GVRA is seeking a plan that directs the various aspects of the physical environment, such as facilities, student life, open spaces, housing, and circulation and to undertake more focused plans such as utilities master plan, or landscape master plan and recreational activities master plan. where all come together to meet the needs of the campus.

The campus master plan must reflect a clear campus identity, reinforces disability community, supports collaboration with our partners, historical preservation and an implementation strategy.

The implementation strategy must be tied to the Roosevelt Warm Spring ‘s natural environment, history, culture, and social, legal, and financial contexts. The implementation must include detailed planning, leading to cost and funding analyses, architectural programming, and design and renovation of buildings, as well as the detailed planning and preservation of historical buildings spaces and other physical resources(water plant, water tanks etc.).

The plan must include measures for observable outcomes that allow the campus community and funding partners to monitor whether or not the plan is being implemented. The plan must include background analysis of existing campus building and infrastructure conditions and capacities.

GVRA will be using the Master Plan for many other internal and external purposes listed below:

Fund-raising Enhance credibility for funding request Planning capital expenditures Exploring public/private partnerships

Communicating GVRA’s vision Evaluating most appropriate building use Planning expansion and configuration of campus supporting infrastructure and utility systems Standardizing buildings as much as applicable ,materials and systems, etc.

Supporting planning and growth programs Maximizing utilization of facilities Integration of information technology systems Aligning facilities with academic programs Addressing regulatory requirements Marketing Analyzing potential for future physical development Guiding building and landscape design Supporting capital campaigns and improved funding opportunities Increasing operating efficiencies Improving space allocation Attaining state and Federal funding approvals

While the selected firm’s scope of services will initially be focused on Master Planning, the scope of services could be expanded to include supplemental planning documents, conceptual drawings, and development of plans and specifications depending upon the needs of GVRA.

2. PROCUREMENT PROCESS

Step I - Request for Qualifications The selection process starts with the Request for Qualifications (“RFQ”). Interested firms shall submit Statements of Qualifications. Firms meeting the Minimum Qualifications outlined in the RFQ will have their Statements of Qualifications reviewed by Selection Committee consisting of representatives of the Using Agency, GSFIC, and possibly a third-party representative (i.e., another state representative, Architect, etc.).

The Selection Committee shall score each Statement of Qualifications to create a shortlist of the firms with the most appropriate qualifications for the Project (“Finalist Firms”).

Step II - Request for Proposals Finalist Firms will be invited to submit Qualifications Proposals and invited for Interviews with the Selection Committee. The Selection Committee will review the Qualifications Proposals and will score each firm based upon the Qualifications Proposals and Interviews. Each firm will be awarded a Qualifications Score that is equal to the average score awarded by each of the Selection Committee Members.

3. TERMS

All respondents to this RFQ/RFP are subject to instructions communicated in this document and additional terms and conditions contained herein.

Restriction of Communications From the issue date of this (RFQ-RFP) solicitation until a successful proposer is selected and the selection is announced, proposers are not allowed to communicate for any reason with any members of the Selection Committee, or the Using Agency, except for submission of questions as instructed in the RFQ and RFP, or during the proposer’s conference (if applicable), or as provided by any existing work agreement(s). For violation of this provision, the Owner reserves the right to reject the qualifications/proposal of the offending proposer.

Submittal Costs and Confidentiality All expenses for preparing and submitting responses are the sole cost of the party submitting the response.

The Owner is not obligated to any party to reimburse such expenses. All submittals upon receipt become the property of the Owner. Labeling information provided in submittals “proprietary” or “confidential,” or any other designation of restricted use will not protect the information from public view. Subject to the provisions of the Open Records Act, the details of the proposal documents will remain confidential until final award.

Award Conditions This request is not an offer to contract or a solicitation of bids. This request and any proposal submitted in response, regardless of whether the proposal is determined to be the best proposal, is not binding upon GSFIC and does not obligate GSFIC to procure or contract for any services. Neither GSFIC nor any party submitting a response will be bound unless and until a written contract mutually accepted by both parties is negotiated as to its terms and conditions and is signed by GSFIC and a party containing such terms and conditions as are negotiated between those parties. The Owner reserves the right to waive non-compliance with any requirements of this RFQ/RFP and to reject any or all Statements of Qualifications or Proposals submitted in response. Upon receipt and review of responses, the Owner will determine the party(s) and proposal that in the sole judgment of the Owner is in the best interest of the Owner (if any is so determined), with respect to the evaluation criteria stated herein. The Owner then intends to conduct negotiations with such party(s) to determine if a mutually acceptable contract may be reached and in the course of doing so may use ideas expressed in any proposal.

Evaluation of Submittals and Qualifications Evaluation of Statements of Qualifications and Proposals and Interviews will be conducted by a Selection Committee consisting of various project stakeholders. Based upon the predetermined rating criteria contained in the RFQ/RFP, the committee will assign a composite rating to each firm. Proposers understand and accept that by responding to this solicitation they are willingly participating in a process that consists to some degree of subjectivity on the part of selection committee members in determining the firm(s) capable of providing the best overall solution.

Reciprocal Preference Law For the purposes of evaluation only, a proposer that resides in the State of Georgia will be granted the same preference over proposers that reside in another State in the same manner, on the same basis, and to the same extent that preference is granted in awarding bids for the same goods or services by such other State to proposers that reside therein. For the purposes of this law, the definition of a resident proposer is one who maintains a place of business with at least one employee inside the State of Georgia. A P.O. Box address will not satisfy this requirement.

Joint-Venture Proposals GSFIC does not generally desire to enter into “joint-venture” agreements with multiple Construction Management firms. In the event two or more firms desire to “joint-venture,” it is strongly recommended that one incorporated firm propose and maintain status as the Construction Management Firm with the remaining firms participating as major consultants.

Small and Minority Business Enterprise It is the policy of the state of Georgia that minority-owned business enterprises (MBE), woman-owned business enterprises (WBE) and small business enterprises (SBE), have a fair and equal opportunity to participate in the state purchasing process. Therefore, the Owner encourages all MBE, WBE and SBE to compete for contracts to provide goods, services, and construction, and encourages contractors to solicit MBE, WBE and SBE in procuring subcontractors and suppliers. This desire on the part of the Owner is not intended to restrict or limit competitive bidding or to increase the cost of the work. The Owner supports a healthy free market system that seeks to include responsible businesses and provides ample opportunity for business growth and development.

Contractors and subcontractors who utilize qualified minority subcontractors may qualify for a Georgia state income tax credits for qualified payments made to minority subcontractors. In accordance with O.C.G.A.

48-7-38, when computing taxable net income of a Georgia based corporation, partnership, or individual, there shall be subtracted from federal taxable income or federal adjusted gross income 10 percent of the amount of qualified payments to certified minority subcontractors for state-agency-related construction projects. For more information on filing only, contact the Georgia Department of Revenue at 404-417-2399.

A company cannot receive an MBE Certification with the state of Georgia government without first receiving the DBE certification. To obtain information on the DBE/MBE Certification contact:
