About this file
This document presents the final results of RFQ REDM2526-11 issued by the State of Florida Department of Management Services, Division of Real Estate Development and Management. The RFQ sought qualified engineering firms to provide mechanical, electrical, and plumbing (MEP) design and consulting services for projects within the Northwest Florida region under a continuing contract. The procurement was open to firms meeting specified MEP service qualifications and experience requirements. Original quotations were due September 30, 2026, with an anticipated contract award date of August 4, 2026. The solicitation designated the Construction Procurement Liaison as the sole point of contact for all communications, with submissions required in writing to REDMProcurement@dms.fl.gov. Violation of this single point of contact requirement could result in rejection of responses.
Five engineering firms were selected and recommended for approval: Dell Consulting, LLC; FSM Engineering, LLC; H2Engineering, Inc.; McGinnis & Fleming Engineering, Inc.; and Pinnacle Engineering Group, P.A. The Secretary of the Department of Management Services will consider the recommendation following a mandatory 72-hour notice period. Interested parties have the right to file timely protests with the Agency Clerk at the Department of Management Services Office of the General Counsel, with submission options available via courier, hand delivery, U.S. mail, facsimile at 850-922-6312, or email at agencyclerk@dms.myflorida.com. Protestors must comply with filing deadlines established under Section 120.57(3), Florida Statutes, and post required bonds or security within prescribed timeframes to preserve their administrative rights.
