About this file
This document is a Shortlist Results and Responsiveness Check issued by the Florida Department of Management Services, Division of Real Estate Development and Management, for RFQ REDM2526-10 soliciting engineering services for mechanical, electrical, and plumbing (MEP) work throughout the South Florida Region. The RFQ seeks qualified firms to provide design and engineering services for HVAC systems, building controls, plumbing infrastructure, fire protection systems, power systems, and lighting design for new construction and renovation projects. Responses were due by 4:00 p.m. Eastern Time on May 7, 2026, with preliminary screening and interviews scheduled for June 18, 2026. The shortlist results were announced on June 2, 2026, with the selection committee recommending five responsive firms for interview: CSA Central, Inc.; Kimley-Horn and Associates, Inc.; MES Group, Inc.; OCI Associates, LLC (dba CMTA); and SGM Engineering, Inc. The anticipated contract start date is August 31, 2026, with a continuing contract expiration date of April 7, 2026. All responses underwent a responsiveness check to verify compliance with RFQ requirements, specifications, and submission documentation.
Six firms were deemed non-responsive and rejected from consideration: DTM Tech Inc., Florida International Consulting Engineers Design, Inc., Gartek Engineering Corporation, H2M Architects & Engineers, Inc., Hammond & Associates, and TLC Engineering Solutions. Evaluation criteria prioritized office location proximity to project sites, previous fee volume for DMS and state agency work, current workload capacity, proposed staff experience qualifications, relevant design experience, and ability to perform contract delivery. Qualified respondents were required to be currently licensed and registered with the State of Florida and submit comprehensive documentation including professional qualifications, project listings with references, current licensing, GSA Standard Form 330, and various certifications. Protests of the agency decision must be filed within the time prescribed by Section 120.57(3), Florida Statutes, with the Agency Clerk at the Department of Management Services Office of the General Counsel in Tallahassee, either by courier, hand delivery, U.S. mail, fax, or email.
