About this file
This is a Questions and Answers document issued by the Florida Department of Management Services, Division of Real Estate Development and Management, in response to inquiries regarding RFQ REDM2526-10 for engineering services. The RFQ solicits qualified mechanical, electrical, and plumbing (MEP) engineering firms to provide continuing contract services for projects throughout the South Florida Region. Services encompass design and engineering support for new construction and renovations involving HVAC systems, building control systems, plumbing infrastructure, fire protection, power systems, and lighting design. Qualified respondents must be currently licensed and registered with the State of Florida. The question submission deadline was April 14, 2026, with vendor response submissions due by 4:00 p.m. Eastern Time on May 7, 2026. Preliminary screening will be followed by interviews and presentations scheduled for June 18, 2026, with selection committee recommendations posted on June 23, 2026. The anticipated contract start date is August 31, 2026, with a continuing contract expiration date of April 7, 2026. Two projects were activated under the previous MEP continuing services contract for the South region.
The RFQ documentation does not disclose specific contract award values or budget ranges. Evaluation criteria prioritize office location proximity to project sites, previous fee volume for DMS and state agency work, current workload capacity, proposed staff experience qualifications, relevant design experience, and ability to perform contract delivery. At least three of the most highly qualified firms will be selected for interviews, indicating the potential for multiple award recipients. The RFQ does not specify set-aside designations or restrictions limiting participation to particular organization types. Submissions must be delivered on thumb drives containing one scanned copy and one redacted copy (if applicable) in Adobe PDF format to the Construction Procurement Liaison, who serves as the sole point of contact for the solicitation.
