About this file
This is a Final Results document for Request for Qualifications (RFQ) REDM2526-10 issued by the Florida Department of Management Services, Division of Real Estate Development and Management, to procure mechanical, electrical, and plumbing (MEP) engineering services for projects throughout the South Florida Region. The solicitation sought qualified engineering firms to provide professional services for new construction and renovations, including heating, ventilation, air conditioning systems, building control systems, plumbing infrastructure, fire protection systems, power systems, and lighting design. Prospective vendors were required to submit responses by 4:00 p.m. Eastern Time on May 7, 2026, with preliminary screening followed by interviews and presentations scheduled for June 18, 2026. Selection committee recommendations were posted on June 23, 2026, with an anticipated contract start date of August 31, 2026, and a continuing contract expiration date of April 7, 2026. All submissions were required to be delivered on thumb drives containing scanned and redacted copies in Adobe PDF format to the Construction Procurement Liaison at the Division of Real Estate Development and Management office in Tallahassee.
The RFQ documentation does not disclose specific contract award values or budget ranges; however, the selection process indicates that at least three of the most highly qualified firms will be selected for interviews, suggesting the potential for multiple award recipients and a tiered compensation structure. Evaluation criteria prioritized office location proximity to project sites, previous fee volume for DMS and state agency work, current workload capacity, proposed staff experience qualifications, relevant design experience, and ability to perform contract delivery. Qualified respondents were required to be currently licensed and registered with the State of Florida and submit comprehensive documentation including professional qualifications, project listings with references, current Florida Department of Business and Professional Regulation licenses, completed Federal GSA Standard Form 330, and certifications regarding lobbying compliance and vendor status. The RFQ does not reference set-aside designations, incumbent vendors, or specific contract award values. The Construction Procurement Liaison serves as the sole point of contact for this solicitation, with all communications directed in writing to REDMProcurement@dms.fl.gov.
