About this file

This is a Questions and Answers document issued by the Florida Department of Management Services, Division of Real Estate Development and Management, clarifying provisions of RFQ REDM2526-07 for engineering services in the Mechanical, Electrical, and Plumbing (MEP) discipline for the Northeast Florida Region. The RFQ solicits qualified engineering firms to provide professional MEP services through a statewide continuing contract covering engineering design, facility assessments, cost estimates, and life cycle cost analyses for new construction and renovation projects. Questions were submitted by the January 13, 2026 deadline, with responses due by February 5, 2026 at 4:00 p.m. The Department anticipates posting vendor interview selections on March 3, 2026, conducting interviews on March 19, 2026, and establishing a contract start date of August 31, 2026. At least three firms will be selected for interviews based on their qualifications.

Key clarifications address submission requirements and evaluation procedures. Responses need not involve partnerships with other firms, and Veterans' Preference requirements under Florida Statute Section 295.187 will not be applied to this procurement, with preference instead given to the Certified Contract Neutral Assurance (CCNA) requirements of Section 287.055. The Department confirmed that a PDF printout of active licensure status from the Florida Department of Business and Professional Regulation online licensing portal satisfies the current license documentation requirement, as formal license certificates have not been issued since October 2019. Regarding project references in SF330 Section F, applicants may list projects with current DMS employees as Project Owners, though project references provided specifically for the interview process cannot include current DMS employees. The procurement is open to all qualified engineering firms with no specific set-aside designations for disadvantaged enterprises noted.

Section 15 states Interviews will consider “References for relevant projects from prior Clients and Architects- Engineers using the information provided in the Response (see Section 8, Number 3). Please Note:

References may not be provided from current DMS employees”. We request the following clarification:

A. Request verification that this restriction is limited to project references under Section 8, Number 3 and the Interview.

B. Request verification that it is acceptable to list projects under SF330 Section F with a current DMS employee listed under Project Owner’s Information.

C. If the above is not permissible, request verification that the DMS employee name can be omitted in the SF330 Section F project reference with all other relevant details included.

A. Correct B. That is acceptable.

9.

We respectfully request clarification regarding the requirement in Section 8 of the RFQ to provide a “copy of the firm’s current Florida Department of Business and Professional Regulation (DBPR) License.”

As the Florida Department of Business and Professional Regulation no longer issues formal license certificates for firms (effective 10/2019), active licensure status is verified through the DBPR online license registry.

Please confirm whether a PDF printout or electronic verification of the firm’s active license status from the DBPR online licensing portal is acceptable to satisfy this requirement, or if an alternative form of documentation is preferred.

Confirmed. A PDF printout of the firm’s active license status from the DBPR online licensing portal is acceptable.
