About this file
This is a Questions and Answers document for RFQ REDM2526-07, issued by the State of Florida Department of Management Services, Division of Real Estate Development and Management, seeking qualified engineering firms to provide Mechanical, Electrical, and Plumbing (MEP) services through a statewide continuing contract for the Northeast Florida Region. The procurement encompasses engineering services for new construction and renovations involving HVAC systems, building control systems, plumbing, fire protection, power systems, lighting, low and medium voltage service, facility assessments, cost estimates, and life cycle cost analyses. Question submissions were due by January 13, 2026 at 5:00 p.m., with response submissions due by February 5, 2026 at 4:00 p.m. Vendor interview postings are anticipated on March 3, 2026, with interviews scheduled for March 19, 2026. The anticipated contract start date is August 31, 2026. At least three firms will be selected for interviews based on their qualifications, and the Department reserves the right to reject non-responsive submissions or cancel the procurement entirely.
Required submissions include a letter of interest, Professional Qualifications Supplement (Form AE12a), project listing with client contacts, current Florida Department of Business and Professional Regulation license, GSA Standard Form 330, and various certifications. Respondents must be currently licensed and registered in Florida and, if applicable, registered with the Florida Department of State. Evaluation criteria will focus on office location proximity, previous DMS and state agency work volume, current workload, proposed staff experience, relevant design experience, and contract delivery capabilities. No specific budget range or award value is explicitly stated; however, the statewide continuing contract suggests potential for multiple project opportunities across the Northeast Florida Region. All submissions must be made on thumb drives as scanned Adobe PDF files and are subject to Florida public records law. The Construction Procurement Liaison serves as the sole point of contact for this RFQ, with all contact required in writing and directed to REDMPROCUREMENT@DMS.FL.GOV. Direct communication with state employees is prohibited between RFQ release and 72 hours after the notice of intended award posting.

Section 15 states Interviews will consider “References for relevant projects from prior Clients and Architects- Engineers using the information provided in the Response (see Section 8, Number 3). Please Note:
References may not be provided from current DMS employees”. We request the following clarification:
A. Request verification that this restriction is limited to project references under Section 8, Number 3 and the Interview.
B. Request verification that it is acceptable to list projects under SF330 Section F with a current DMS employee listed under Project Owner’s Information.
C. If the above is not permissible, request verification that the DMS employee name can be omitted in the SF330 Section F project reference with all other relevant details included.
A. Correct B. That is acceptable.
9.
We respectfully request clarification regarding the requirement in Section 8 of the RFQ to provide a “copy of the firm’s current Florida Department of Business and Professional Regulation (DBPR) License.”
As the Florida Department of Business and Professional Regulation no longer issues formal license certificates for firms (effective 10/2019), active licensure status is verified through the DBPR online license registry.
Please confirm whether a PDF printout or electronic verification of the firm’s active license status from the DBPR online licensing portal is acceptable to satisfy this requirement, or if an alternative form of documentation is preferred.
Confirmed. A PDF printout of the firm’s active license status from the DBPR online licensing portal is acceptable.
