About this file
This is a Request for Qualifications (RFQ R15AD023) issued by the California Department of Parks and Recreation, Acquisition and Development Division for Resource Specialists Professional Services for projects within California State Parks. The RFQ seeks qualified firms to provide Environmental Specialist, Environmental Scientist, Archaeologist, and Historian professional services for projects located throughout the California State Parks system, with services to be managed from the Northern Service Center in Sacramento and Southern Service Center in San Diego. The contract term is 730 calendar days (2 years) with potential for formal extension. Statements of Qualifications were due April 1, 2016 at 2:00 PM, with services to be contracted on a Work Order basis as project requirements dictate.
The RFQ utilizes a "Master Agreement" approach since the scope and number of projects are unknown at execution, with no guaranteed minimum quantity of work. Projects range from $50,000 to $15 million in construction costs and include small new construction, large rehabilitation projects, site infrastructure, and public use facilities at multiple locations. Firms can submit qualifications for any or all disciplines and either/both service centers. The selection process includes evaluation of written responses and interviews, with at least three firms to be selected for the "Short List" for each discipline at each Service Center. The RFQ requires a 6% Disabled Veteran Business Enterprise (DVBE) participation goal but does not include small business preference provisions due to architectural and engineering contracting law requirements.
