About this file

The Ohio Department of Natural Resources (ODNR), Division of Parks and Watercraft, is soliciting bids for an Underground Electrical Replacement and Directional Bore Installation project at Cowan Lake State Park Campground. The project scope includes replacing the underground electrical service between Pedestal 20 and the distribution panel, a distance of approximately 150 feet, which is currently supplied by a 150-amp breaker. The contractor will be required to perform a directional bore beneath the roadway, install a new underground conduit pathway, excavate bore pits, integrate the new conduit with the existing system, and install new electrical conductors. The project also requires locating all utilities within the work area in coordination with the Ohio Utilities Protection Service (OUPS), making all necessary electrical connections, conducting testing for functionality and code compliance, backfilling bore pits, and performing final site restoration including seeding and straw.

The contract will be awarded to the lowest responsive and responsible bidder based on the low lot total, which is calculated by multiplying unit costs by estimated usage. Bidders are encouraged to visit the Cowan Lake State Park Campground Sites 13-20 prior to submitting a bid response. Invoices must be submitted directly to Ohio Shared Services with specific requirements, including the Purchase Order number, unique invoice number, date of service completion, and a complete itemization of services and materials. The contract places all risk of loss with the contractor until the deliverable passes to the state, and failure to bid on all items may result in being deemed non-responsive. Invoices must not include Ohio sales tax and must adhere to the detailed submission guidelines provided in the document.
