About this file
This is a Questions and Answers (Q&A) document for a Request for Quotes (RFQ) issued by the State of Oregon for Air Compressors and Air Dryer for Revenue and Print Plant Buildings, with solicitation number S-10700-00013334. The RFQ seeks to procure one 10 HP air compressor, two 25 HP air compressors, and an air dryer, with quotes due on April 14, 2025, at 2:00 PM PST. The document provides detailed clarifications from potential bidders, including specifications such as 100 psig max pressure, variable speed direct drive capabilities, and a 20:1 turndown ratio. Delivery will be to the State's location with receiving hours from 7:30 AM to 4:00 PM, and the department will provide a forklift for offloading.
The Q&A document reveals that this is a one-time purchase with equipment expected to operate 18-hour days normally and 24-hour intermittently. Bidders are encouraged to quote on compressors meeting specific specifications, such as the Quincy QGSV series, and are asked to provide quotes for both standalone and integrated dryer units. The state will use existing pressure vessels, tanks, and filters, and does not require additional condensate treatment. Bidders are advised that oil-free compressors are preferred but not mandatory, and they should provide pricing that remains firm for the evaluation period. The procurement appears focused on obtaining high-performance, efficient air compression equipment that meets the specific operational needs of the Revenue and Print Plant Buildings.

Questions and Answers dated April 02, 2025 are listed below for reference.
1. Question: First off with the 10 hp machine, none of our suppliers have – and I am unable to find
– any direct drive, variable speed 10 hp. machine (either screw or scroll), anywhere. Do you have a specific model that you were looking at so that we could see exact specifications for a unit like that?
Answer: Bidders are encouraged to quote on 10 hp air compressor(s) that are meeting the Compressor Specifications in the RFQ which may include Quincy QGSV series air compressors and other similar commodities if they meet the Compressor Specifications.
2. Question: Second, you indicate that all three of these compressors are to be provided tankless, which is no problem. Are there remote air vessels somewhere that will hold air for this system

(ideally, before the air dryer) or will the system be used completely without any compressed air storage?
Answer: Yes. Pressure vessels are existing and in good order, no need for vessels to be included.
3. Question: Finally on the 20:1 turndown ratio — I understand that to mean that the compressor has the ability to run at approximately 95% flow without unloading, is that what you are asking for?
Answer: With a direct drive, variable speed 20:1 turndown means it has the capability to run anywhere from 5-100% capacity as needed instead of running loaded/unloaded.
4. Question: 25 HP VSD compressor? Can I quote with integrated dryer??
Answer: Please provide quote for integrated dryer unit as alternate along with compressor only.
5. Question: Refrigerated dryer to match cfm from a 25 HP compressor? This would be a 2nd dryer?
Answer: This would be primary dryer, if integrated is being quoted, would like pricing difference between stand alone units as well.
6. Question: No tank?
Answer: No. We are using existing tank.
7. Question: No filter?
Answer: No. We are using existing set up, and we will change filters as needed.
8. Question: No condensate treatment?
Answer: Condensate treatment not needed for quote.
