About this file

This document is a Questions and Answers (Q&A) addendum for a Request for Quotes (RFQ) issued by the State of Oregon, specifically for air compressors and air dryers for Revenue and Print Plant Buildings. The RFQ (Solicitation #S-10700-00013334) seeks quotes for multiple air compressors, including one 10 HP and two 25 HP units, with specific technical requirements such as direct drive, variable speed, and a 20:1 turndown ratio. Quotes are due on April 14, 2025, at 2:00 PM PST, and the Q&A document dated April 2, 2025, provides clarification on technical specifications and bidder inquiries.

The Q&A addresses several key technical points, including confirmation that existing pressure vessels and tanks will be used, no additional filters or condensate treatment are required, and bidders are encouraged to quote compressors meeting the specified requirements. The state is open to alternate configurations, such as integrated dryer units, and requests pricing for both standalone and integrated options. Bidders are advised that the compressors should be able to operate at 5-100% capacity without loading/unloading, and that the existing infrastructure will be maintained. The document indicates flexibility in product selection, with an emphasis on meeting the core technical specifications outlined in the original RFQ.

QUESTIONS AND ANSWERS

(Dated: April 02, 2025)

1. Question: First off with the 10 hp machine, none of our suppliers have – and I am unable to find

– any direct drive, variable speed 10 hp. machine (either screw or scroll), anywhere. Do you have a specific model that you were looking at so that we could see exact specifications for a unit like that?

Answer: Bidders are encouraged to quote on 10 hp air compressor(s) that are meeting the Compressor Specifications in the RFQ which may include Quincy QGSV series air compressors and other similar commodities if they meet the Compressor Specifications.

2. Question: Second, you indicate that all three of these compressors are to be provided tankless, which is no problem. Are there remote air vessels somewhere that will hold air for this system (ideally, before the air dryer) or will the system be used completely without any compressed air storage?

Answer: Yes. Pressure vessels are existing and in good order, no need for vessels to be included.

3. Question: Finally on the 20:1 turndown ratio — I understand that to mean that the compressor has the ability to run at approximately 95% flow without unloading, is that what you are asking for?

Answer: With a direct drive, variable speed 20:1 turndown means it has the capability to run anywhere from 5-100% capacity as needed instead of running loaded/unloaded.

4. Question: 25 HP VSD compressor? Can I quote with integrated dryer??

Answer: Please provide quote for integrated dryer unit as alternate along with compressor only.

5. Question: Refrigerated dryer to match cfm from a 25 HP compressor? This would be a 2nd dryer?

Answer: This would be primary dryer, if integrated is being quoted, would like pricing difference between stand alone units as well.

6. Question: No tank?

Answer: No. We are using existing tank.

7. Question: No filter?

Answer: No. We are using existing set up, and we will change filters as needed.

8. Question: No condensate treatment?

Answer: Condensate treatment is not needed for quote.
