About this file

This is Addendum 1 to a Request for Quotation issued by the City of Ocala, Florida for exterior cleaning services at the Henry Street Water Tower. The addendum, dated January 7, 2026, clarifies requirements and answers bidder questions regarding the soft scrub, low-pressure cleaning project for the 500,000-gallon elevated steel water tank located at 841 NE 8th Avenue. The project scope encompasses comprehensive exterior cleaning of the water tower sphere, riser, supports, and foundation to remove algae, grime, and bird droppings. A mandatory pre-bid meeting was held on December 29, 2025, at 1:00 PM EST at the project site. Work must commence within 15 days of contract finalization and be completed within 120 days of the Notice to Proceed. The procurement requires vendors with a minimum of 10 years' experience cleaning elevated steel tanks of similar size and mandates that vendors perform at least 80 percent of work using their own forces with a dedicated Project Manager assigned as primary point of contact.

The addendum specifies critical environmental and operational requirements that all bidders must follow. All cleaning products must be environmentally safe and fully biodegradable with no bleach permitted in any quantity. The City will provide water at no cost; however, vendors must place a refundable deposit for a water meter at Customer Service with installation on the fire hydrant near the site. Work is permitted only on days with wind speeds of 15 miles per hour or less to prevent spray drift, and tarping is not required. Lane closures on NE 8th Avenue or 9th Street are strongly discouraged; if necessary, vendors must obtain a Right-of-Way permit at their own expense and ensure compliance with FDOT regulations. The preferred staging area is within the fenced area at the water tower site. The solicitation excludes paint touch-up and repair work. Vendors must maintain Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Automotive Liability of $1,000,000 combined limit, Workers' Compensation, Garage Keepers insurance, and Pollution Liability coverage for three years post-completion.
