BACKGROUND – BRANFORD WASTEWATER TREATMENT
PLANT UV DISINFECTION SYSTEM
The Wastewater Treatment Plant is owned and operated by the Town of Branford, Connecticut. The plant is located at 75 Block Island Road, Branford, Connecticut.
The existing ultraviolet (UV) disinfection system at the Branford Wastewater Treatment Facility is a
Trojan Technologies UV4000 system that was placed into service in 2002. The UV4000 system is no longer supported by the manufacturer, making replacement parts increasingly difficult to obtain. This disinfection system needs replacement to ensure continuous year-round 24/7 wastewater disinfection.
Replacement will be with a Trojan Technologies Signa UV disinfection system.
SCOPE OF SERVICES – Minimum Requirements for Proposer
• The proposer shall be able to provide comprehensive engineering services as required for the preparation and support of preliminary and final design services including the preparation of engineering drawings, specifications, cost estimates, contract administration, project inspection, as well as permitting, funding assistance and preparation of supporting documentation for complete project execution.
• The proposer shall demonstrate experience in the design of municipal wastewater treatment plants. The proposer shall provide reference projects that demonstrate that they have performed a minimum of ten
(10) municipal wastewater treatment plant designs in New England including UV radiation as the means for disinfection. These may include upgrades or expansion projects.
• The proposer shall have adequate professionals on staff to assure that the Project is commensurately staffed and be able to provide prompt delivery of services and completion of necessary tasks.
• The proposer shall be able to begin work on the respective project within fourteen (14) days of notification.
• The proposer shall be able to assign a Professional Engineer licensed by the State of Connecticut to be responsible for the management and design.
• The proposer shall be able to self-perform a minimum of 75% of the total project design.
• The proposer shall be able to provide minimum insurance requirements of the Town as noted in a later section of the RFQ.
• The Town may make investigations it deems necessary to determine the qualifications of any proposer and its ability to perform the services. All proposers shall promptly furnish the Town any evidence or supplemental information required for this purpose.
• In evaluating the proposals, the Town will consider the qualifications of only proposers whose proposals are otherwise compliant with the prescribed requirements.
• The Town reserves the right to waive any formality in and/or reject any proposal without further solicitation if it is in the public interest to do so.
• The selected firm and the authorized Town representative will negotiate the final scope and compensation for the project after selection. Should a selected firm and the Town not be able to agree on terms for scope and/or compensation for the project then the Town reserves the right to enter into negotiations with the next qualified firm until a firm is under agreement with the Town.
SCOPE OF SERVICES - TECHNICAL
• A preliminary review of the current disinfection system and applicable regulations has been completed.
Based on that review, it was determined that the UV system requires an additional channel to enhance safety, improve operational flexibility, and increase reliability. This approach aligns with the guidelines set forth in the "TR-16 Guide for the Design of Wastewater Treatment Works, Revised 2016," prepared by the New England Interstate Water Pollution Control Commission.
• Drawings of the last upgrade at the wastewater treatment plant are available for review at the wastewater treatment plant weekdays between the hours of 8:00 am and 1:00 pm.
• The existing Trojan UV 4000 system, installed in 2002, will be replaced with a two-channel, fixed weir, Trojan UV Signa system. Each channel shall be capable of disinfecting 16.5 mgd of flow with a UV transmittance of 65%, TSS of 30 mg/L, and disinfection limit as identified in the NPDES permit.
• The Secondary Process Building will be expanded to accommodate the second UV channel. The building expansion will include a new concrete foundation, brick and block walls, roofing, electrical power distribution and lighting, plumbing, ventilation, and instrumentation. It will also include code compliance reviews and life safety ingress/egress analysis.
• Professional engineering services will include design plans and construction cost estimates at each design milestone noted below. Scope shall include:
1. Attend a project kick-off meeting with the Town of Branford.
2. Review available soil borings and geotechnical data.
3. Provide supplemental soil borings, soils laboratory testing, and site surveying.
