About this file
This Request for Quotation (RFQ) is issued by the Oregon Liquor and Cannabis Commission (OLCC) for the modification of its warehouse conveyance pivot system to utilize WebSockets technology. The project involves updating the current TCP/IP messaging infrastructure to enable a single, persistent, bidirectional connection that will allow real-time communication between the Warehouse Management System (WMS), which will transition to Dynamics 365 (D365), and the Pivot system. The service is requested to be available upon execution of the service contract, with quotations due by December 4th, 2025, at 8:00 AM PST through the OregonBuys e-procurement system. The contractor shall assist OLCC with WebSocket setup, which may require sessions with dedicated server routing or pub/sub architecture to ensure seamless communication across multiple servers.
Pricing must be held firm for 30 days and should include costs for code development, testing, remote support, and on-site labor if remote deployment is unsuccessful. The contractor must address system scaling considerations, implementing horizontal scaling strategies with synchronized connection state across multiple servers, and must establish a robust reconnection strategy approved by OLCC to handle connection failures. Security requirements include TLS/SSL encryption and implementation of authentication and authorization protocols. The WebSocket will function as the integration communication stream between D365 and the current on-premises Pivot solution at the Milwaukie warehouse, with the Pivot solution ultimately being replaced by a new conveyance solution at the Canby warehouse. Alternative bids meeting or exceeding the specified requirements are encouraged and should be clearly marked as such.

The Oregon Liquor and Cannabis Commission’s (“OLCC”) warehouse conveyance system currently operates using TCP/IP messaging. OLCC is requesting quotes from qualified vendors to update the warehouse conveyance system from the current TCP/IP messaging to use WebSockets. WebSocket shall establish a single, persistent and bidirectional connection allowing the automated warehouse processes to keep human operators instantly updated.
Contractor shall establish an initial connection. This connection shall remain open and active, allowing the server and client to exchange messages freely at any time. The WebSocket shall allow bidirectional messaging with the full-duplex communication channel, both the Warehouse Management System (WMS) (future WMS will be D365) and Pivot system shall be able to independently push data to each other.
Examples of Websocket functionality:
Server-to-client: The server can instantly notify a forklift operator’s tablet of their next task or alert a station when new products have arrived.
Client-to-server: Scanning barcode completing a movement immediately sends a communication to the server, updating the central database using modern solutions.
Contractor shall assist OLCC with set up of Websocket. This may require sessions where OLCC is always routed to the same server instance or pub/sub architecture to ensure seamless communication across multiple servers.
Scaling: As the number of connections grows, vertically scaling a single server (adding more CPU and RAM) will eventually hit a limit. To scale horizontally (adding more servers), you need a strategy for servers to share and synchronize connection state.
Contractor shall ensure reliability and must implement an OLCCC approved reconnection strategy to handle client or server connection failures.
Security: Contractor shall ensure the security of the WebSocket system and must use TLS/SSL encryption and implement robust authentication and authorization protocols.
Functionality: The WebSocket shall function as the communication stream between D365 and Pivot for integration between the current Milwaukie warehouse Pivot solution and the future WMS D365. The Pivot solution is hosted on premises at OLCC. The Pivot solution will be replaced with the new conveyance solution in the Canby warehouse.
Quotes shall include pricing for the modification from TCP/IP messaging to Websockets and should include pricing that includes code development, testing, remote support and cost for on site labor should remote deployment not be successful.
